के तँपाईहरुलाई लाग्दैन आज पहाडको राजनीति पनि यस्तै गाई चाेरको कथा जस्तै भएको छ?

भर्खरै मात्र गृह मन्त्री अमित शाह दार्जिलिङमा आएर भाजपा अनि गोर्खाको सम्बन्ध ईश्वरले बनाएर पठाएको हो भने। एन आर सी ले गोर्खाहरु माथि कुनै असर गर्ने छैन पनि भने। दार्जीलिङलाई सिनकोना हब बनाएर यसलाई विश्व व्यापार संग जोड्ने, फरेस्ट राइट्स एक्ट लाई पहाडमा लागू गर्ने, ११ जातिलाई जनजातिको दर्जा दिने , चिया अनि टुरिजमलाई विकास गर्ने जस्ता आश्वासन दिए। स्व अगम सिंह गिरी, तेन्जिङ नोर्गे तथा अन्य नेपाली ब्यक्तित्वहरुको नाम लिएर हामीलाई केही क्षणको निम्ती खुसी बनाउने काम पनि गरे।

हो, भारतको गृह मन्त्री तथा बीजेपीका चाणक्य मानिने व्यक्ति श्री अमित शाह दार्जीलिङमा आएर, एकदिन बसेर यहाँको समस्याहरूलाई बुझ्न कोसिस गर्नु गोर्खाहरुको निम्ती ठूलो कुरो हुनसक्छ। किनकी आजसम्म भारतका कुनै पनि राजनतिक पार्टी अनि केन्द्रीय मंत्रीले पहाडलाई यती नजिकबाट हेरेको थिएन अौ हेर्न चाहेको थिएन।

तर, दुःखको कुरो यती धेरै नियालेर हेरे वापत्, मुद्दाबाट बाहिरका कुराहरू मात्र गरेर गयो श्रीअमित शाह।

गोर्खाको समस्याको समाधान तबसम्म हुदैन जबसम्म भारतमा गोर्खाको पहिचान समस्या ( Identity Crisis) को समाधान हुदैन। अर्थात गोर्खाल्याण्ड राज्य/UT अथवा कुनै पनि भारतको संविधानको आर्टिकल २४३- ए जस्ता संवैधानिक व्यवस्था गोर्खाल्याण्ड क्षेत्रमा लागू गरिँदैन। बिजेपीले गोर्खाहरुको मूल समस्यालाई समाधान गर्न चाहन्छन् कि पहिलेका सरकारहरु झैं अन्य समस्याहरू मात्र समाधान गर्न चाहन्छन् भन्ने प्रश्न उठ्छ।

अर्कोतिर ,एक समयमा गोर्खाल्याण्ड प्रति कटिबद्ध एउटै मात्र व्यक्ति मानिने श्री विमल गुरुङ भने आज गोर्खाल्याण्ड शब्द प्रयोग गर्न पनि सोंच्न पर्ने अवस्थामा छन्। भर्खरै मात्र हाम्रो दाजुले ममता दिदी संग मिलेर पहाडको स्थायी समस्याको समाधान गर्ने पनि भन्नु भयो। बंगाल सरकारको शोषणमा सयौं वर्ष बिताएर पनि बंगाल सरकार संग नै मिलेर पहाडको समस्याको समाधान गर्छु भन्ने व्यक्तिलाई कति जनताले सहायता गर्ला र?

यति मात्र होइन, आजसम्म बङ्गालमा कुनै पनि सरकारलाई गोर्खाहरूले कहिले सपोर्ट गरेको छैन। अब प्रश्न उठ्छ की, bjp यदि बंगाल मा सरकार बनाउन सक्षम भयो भने, के गोर्खाहरूले बिजेपी सरकारलाई सपोर्ट गर्ला र? अनि के बंगालमा बीजेपी सरकार अनि केन्द्र सरकारले गोर्खाहरुको मूल समस्याको समाधान स्थायी राजनैतिक समस्याको समाधान गर्न सक्छन् त?

यता श्री अनित थापाले प्रशासनिक क्षेत्रमा धेरै राम्रो काम गरे पनि GJM २ माथि २०१७ आन्दोलनमा गोर्खाहरुको अस्तित्व बेचेको जस्तो गम्भीर आरोप भएकोले जनताको सहयोग पाउन हम्मे हम्मे परेको छ। उनीहरु त मूल गोर्खा identity को समस्याबाट धेरै टाडिएर विकाशको राजनीतिमा लागी सकेको छ।

यसरी नै, आफ्नो सिद्धान्तमा अडिग रहने पार्टी GNLF छैंटौं अनुसूची पायो भने स्व. सुभाष घिसिङको सपना पुरा भयो भन्दै रमाउँछन् होला। छैंटौं अनुसूचीले गोर्खाहरुको स्वाभिमानलाई फिर्ता दिन सक्तैन। यतिमात्र नभएर पहाडका non tribal जातिहरू अनि व्यापारी समुदायका व्यक्तिहरू पनि छैंटौं अनुसूचि प्रति खुशी छैनन् किनकि यसमा, कारवी- आङलोङ अनि मिजोराममा जस्तो extortion, illegal fees अनि contractor राज जस्ता प्रथाहरु बडने सम्भावना हुन्छ। डिष्ट्रिक्ट tribal council मा पनि अनुसूचित जनजातिको सख्या अधिक रहने हुनाले अन्य जातिहरूमा डर उत्पन्न हुन्छ। डा० महेन्द्र पी. लामाले यसको समर्थन गरेता पनि, यो पहाडको राजनैतिक समस्याको समाधान हो भनि कहिलै भनेनन्।

यी सबै पार्टीहरूको मुद्दा एकपल्ट नियालेर हेर्दा के आज कुनै पार्टी गोर्खाको मूल समस्याको मुद्दा प्रति चिंतित देखिन्छन् त?

स्वतन्त्र candidateहरुको भनाई अनुसार गोर्खाको समस्यालाई समाधान गर्न न त राज्य न त केंद्र इच्छुक छन्। त्यसैले हामीले हाम्रो आफ्नै प्रतिनिधि पठाउन पर्छ। हामीले हाम्रो आफ्नै प्रतिनिधि पठाउँदा, हामीलाई हाम्रो मुद्दाहरूलाई विधानसभा अनि लोकसभामा, केन्द्र वा राज्यको पार्टी काे whip को बिना राख्न सक्नेछौ तर सरकारसँग एलायन्स नहुनाले हाम्रो सरकारसँग बार्गेनिङ (bargaining) क्षमता पनि कम हुनेछ। तर वहाँहरुको वक्तव्य अनि विचार गोर्खा हितमा छ। गोर्खाल्याण्ड मुद्दा अनि गोर्खे identity को निम्ती उनिहरु प्रतिबद्ध देखिन्छन् । तर पुरानो पार्टीहरूले प्रभुत्व जमाई सकेका पहाडको जनतामाझ independent candidateहरुलाई आफ्नो विचारहरू पुर्याउन गाह्रो पर्ला।

अत: दुःखको कुरो के हो भने आज हामीमाझ एउटा पनि यस्तो परिपक्व पार्टी छैन जो गोर्खाल्याण्ड अनि हाम्रो आइडेन्टिटी को समस्यालाई मूल मुद्दा बनाएर चलिरहेको छ।

यसै सन्दर्भमा , अहिले विधानसभा चुनावको समय, गाईचाेरको कथा ठिक्क मिल्दो रहेछ। गाईचोर झैं नेताहरु आउँछन् अनि तपाईंको भोट अनि मूल मुद्दा चोरी लान्छन्। बदलामा तँपाईंलाई ग्वाला झैं मूर्ख बनाएर अन्य मुद्दाहरूप्रति घण्टी बजाउँदै डोराउँछन्।

के हामी सधैं मूर्ख भएर घण्टीतिर भागी रहने की बुद्धिको प्रयोग गरेर गाईचोरबाट आफ्नो गाई खोसेर ल्याउने हो?

राजनीतिमा आज जोड़िनु र भोलि तोड़िनुको घटनाक्रम र नयॉ ध्रुबीकरणको घटनाक्रमहरूले राजनीतिलाई जहिले पनि चासोको बिषय बनाई राखेका हुन्छन्।

हिजको दिनमा राज्य सत्ताकै कारण विस्थापित हुन पुगेका, आफ्ना घर जमीनसम्म कुड़की गरिएका, भोटर लिस्टबाट नामहरूसम्म निकालिएका  साथै UAPA जस्ता संगीन आरोपहरू लागेका बिमल गुरूंगहरू अब पहाड़ चड्नै नसक्ने, दार्जीलिंग पहाड़को राजनीतिमा बिमल गुरूंगको च्याप्टर क्लोज़ भयो ठान्ने र बिमल गुरूंगको राजनैतिक क्यारियर नै समाप्त भएको भन्ठान्ने पहाड़को केही बिपक्षी राजनैतिक दलहरूलाई बिमल – ममताको सम्झौताले होश उड़ाईदिएको छ।

२०१७ मा भाषाको आन्दोलनबाट दन्केको गोर्खाल्याण्डरूपी आगोलाई निभाउनको निम्ति अनि पहाड़मा गोर्खाल्याण्ड आन्दोलनकारीहरूलाई निमिट्यान्नै पार्ने अनि भविष्यमा गोर्खाल्याण्डको नाम लिनेहरूको अवस्था कस्तो हुँदो रहेछ यसको पाठ सिकाउने हेतुले ममता ब्पानर्जी नेतृत्वाधीन बंगाल सरकारद्वारा यति ठूलो क्रूर दमन नीति अप्नाएर आन्दोलनलाई दबाउने कुचेष्टा गरियो।

२०१७ को आन्दोलनलाई दार्जीलिंग लगायत देश विदेशका बिभिन्न ठाउँहरूमा रहेका गोर्खाहरूबाट ठूलो समर्थन प्राप्त भयो अनि आन्दोलन विश्वब्यापी बन्दै गयो। तर जहिले पनि गोर्खाहरूको एकतालाई तोड़ेर गोर्खाल्याण्डको आवाजलाई कमजोर बनाउने प्रयासमा रहेका बंगाल सरकार काउन्टर लिडरशीप तयार गर्नमा तल्लीन रहन्छन। दुर्भाग्यवश, २०१७ को आन्दोलनमा पनि यस्तै भयो जहॉ आन्दोलनकारी जनताको हार भयो अनि सरकारले काउन्टर लिडरसीप खड़ा गरेर आन्दोलनलाई दबाउन सकेकोमा ठूलै उपलब्धि हासिल गरेको ढोल पिटे।

२०१७ मा भाषाको निहुँमा गरिएको आन्दोलन पछिबाट जीटीए (२) मै आएर थन्कियो उल्टो पहाड़को सर्वशक्तिशाली राजनैतिक दल दुई फ्याकमा बॉड़िन पुग्यो। गोर्खा एकताको एकीकरणमा अनिकाल लागीरहेको समय गोजमुमोहरू दुई फ्याकमा बिभक्त हुनु भनेको पहाड़को जनताको राजनैतिक इच्छा आकांक्षा पूर्तिमा ठूलै विराम लाग्नु हो।

सरकार चाहे त्यो राज्यको होस वा केन्द्र कै किन नहोस सत्तामा रहेका यस्ता दलहरू सदैव Divide & rule कै सिद्धान्त वा पद्धति लिएर अघि बड़ने गर्दछन। गोर्खाल्याण्ड जस्तो संवेदनशील मुद्धा बोकेको पहाड़को शक्र्तिशाली राजनैतिक दल फुट्दा वा तोड़िन्दा राज्य वा केन्द्रका सरकारहरूले निश्चय नै शान्तिको स्वास फेर्न पाए। कुटनैतिक रूपमा यी दुवै सरकारको निम्ति ठूलो जित रहेता पनि बर्षौंदेखि अलग राज्य गोर्खाल्याण्डको सपना बोकेर बॉचीरहेका भारतीय गोर्खाहरूको निम्ति भने २०१७ को घटनालाई इतिहासको पानामा ठूलै हार मान्नुपर्छ।

दार्जीलिंग पहाड़को जन चाहना, जन आकांक्षा र जन भावना भनेको अलग राज्य गोर्खाल्याण्ड नै हो अनि जबसम्म अलग राज्य गोर्खाल्याण्ड गठन हुँदैन तबसम्म दार्जीलिंग पहाड़मा स्थायी शान्तिको आशा नगरे पनि हुन्छ। यो कुरो भारतको केन्द्र सरकारले पनि बुझेको छ अनि बंगालको राज्य सरकारले पनि राम्ररी बुझेको छ। तर जन भावनाको बिपरीत काउन्टर लिडरसीप खड़ा गरेर फेरि जनताले नकारेका यस्ता अस्थायी ब्यवस्थाहरू ज़बरदस्ती कोचारेर समस्याको समाधान भयो भन्ने ठान्नु यो सरकारको मूर्खता सिवाय अरू केही होइन।

गोर्खाल्याण्ड समस्या आगोको भुंग्रो हो, गोर्खाल्याण्ड समस्या मृत वा सुतेको ज्वालामुखी जस्तो हो। पहाड़ केही क्षण शान्त रहला तर जबसम्म अलग राज्य गोर्खाल्याण्ड गठन हुँदैन तबसम्म स्थायी रूपमा भने शान्तिको कल्पना पनि गर्न सकिन्दैन। आखिरमा दार्जीलिंग पहाड़ तराई डुवर्सले चाहेको वा मॉगेको स्थायी राजनैतिक समाधान पनि यही हो।

राजनीति संख्याको खेल:

भारत जस्तो विशाल गणतांत्रिक देशमा जहॉ चुनावी प्रक्रियाद्वारा राज्य अनि केन्द्रमा सरकार गठन गरिन्छ यहॉ सबै राजनैतिक दलहरू चुनावी गणितको आधारमा नै क्षेत्र र जातिको समस्याहरूको समाधानको निम्ति कटिबद्ध रहन्छन। अलग राज्य तेलंगनाको निर्माणमा तेलंगनाको १७ संसदीय क्षेत्र र आन्ध्र प्रदेशको २५ संसदीय क्षेत्र वा एम पी सीटलाई ध्यानमा राखेर राज्य सरकारको सिफ़ारिश बिनै केन्द्रको सोझो हस्तक्षेपमा अनौठो तरीकाले राज्य बिभाजन भयो । तर २९४ बंगाल बिधान सभामा केवल ३ वटा आसन र ४२ वटा संसदीय क्षेत्र मध्ये केवल आधा मात्रै संसद चुन्न सक्ने भूमिका निभाउने गोर्खा जाति वा भोटरहरूप्रति बंगालका राजनैतिक पार्टीहरूको कुनै चासो नै रहँदैन।

यो पहाड़को राजनैतिक परम्परा नै मान्नु पर्छ कि दार्जीलिंग संसदीय क्षेत्रबाट एउटा एम पी चुनेर पठाउनुमा पहाड़का ५-६ लाख भोटरहरूको भोट प्राय: अविभाजित रहनाले पहाड़को शक्तिशाली राजनैतिक दलले निर्णायक भूमिका खेल्न सक्ने हुनाले भारतको प्रमुख राजनैतिक दलका शिर्ष नेतृत्वहरू दार्जीलिंग पहाड़ वा संलग्न क्षेत्रसम्म आएर गोर्खा भोटरहरूप्रति ठूला ठूला अश्वासनहरूको हावा मिठाईहरू खुवाएर पॉच बर्षसम्म निखोज बनीदिन्छन। यसरी हामीले हाम्रो प्रत्येक राजनैतिक समस्याहरूको समाधानको राजनैतिक अश्वासन सुन्न र भरोसा गर्नको निम्ति पॉच बर्ष पर्खिनु पर्ने हुन्छ।

आज दार्जीलिंग अनि गोर्खा बाहुल क्षेत्रहरूबाट आठ दस एमपी र ५० – ६० विधायकहरू पठाउन सक्दो हो त यो क्षेत्रहरू मेदिनीपुर र नन्दीग्रामहरू जस्तै राजनैतिक दलहरूको महत्वपूर्ण राजनैतिक टुँड़ीखेल बन्न सक्थ्यो।

अब  हामीले हाम्रो हिजको भूलहरूबाट सिक्नु पर्ने समय आएको छ ।

हाम्रो चुनावी रणनीति र रणकौशलमा गोर्खाहरूको राष्ट्रब्यापी हित हेरेर ठूलो परिवर्तन ल्याउन सक्नुपर्छ जसद्वारा भारतको केन्द्र सरकार र बिभिन्न गोर्खा बाहुल क्षेत्रहरूका राज्य सरकारहरू गोर्खा भोटरहरूप्रति लालायित बन्न सकोस।

हाम्रा गोर्खा जातिका प्रबुद्ध चिंतक, नाट्यभूषण श्रद्धेय श्री सीके श्रेष्ठज्यूहरूले धेरै अघिदेखि राष्ट्रीय रूपमा नै गोर्खा भारती  मन्च गठन गरी गोर्खा बाहुल क्षेत्रहरूको भोट बिभाजित हुन नदिनको निम्ति भारतभरिका गोर्खाहरूले कुनै राष्ट्रीय राजनैतिक दलहरूसंग सम्झौता गरेर जसले गोर्खाको मुद्धालाई सर्व भारतीय स्तरमा बोकेको हुनेछ वा सहयोग पुर्याउँछ त्यस्ता राजनैतिक दलहरूलाई समर्थन गर्ने पहल चालेका थिए।

अब भारतका बिभिन्न प्रान्तमा रहेका गोर्खाहरूले भारतमा आफ्नो हक़ र अधिकारको निम्ति गोर्खा भारती मंचका पहलहरूलाई आत्मसात गर्ने समय आएको छ। अब हाम्रो बहुमूल्य भोटहरू त्यसै खेरो जान दिनु हुँदैन चाहे केन्द्रमा रहेको सरकार होस् वा देशका बिभिन्न राज्यका सरकारहरू नै किन नहुन हामी भारतका कुनै प्रान्तमा वा जहॉ बसे पनि हामीले हाम्रो भोटको महत्व यी सरकारहरूलाई बुझाईदिन सक्नुपर्छ।

बर्तमानमा गोर्खा जनमुक्ति मोर्चाका नेता बिमल गुरूंगद्वारा तराई डुवर्स सम्बन्धी लिएको पदक्षेप वा पहल पनि स्वागत योग्य छ। अब हामीले हाम्रो बहुमूल्य भोट त्यसै खेरो फाल्नु हुँदैन । दार्जीलिंग पहाड़, तराई डुवर्स लिएर गोर्खा भोटरहरूले कम्तीमा पनि १५-१६ बिधान सभा आसनमा निर्णायक भूमिका खेल्न सक्छन।

भारतको केन्द्र सरकारमा जुनै सरकार आए पनि उसलाई चाहेको भनेको चाहिं एमपीहरूको संख्या नै हो अनि सोही रूपमा राज्यको बिधान सभा चुनावहरूमा राजनैतिक पार्टीहरू संख्या गरिष्ठताको आधारमा नै सरकार गठन गर्ने गर्दछन र तिनीहरूलाई चाहेको पनि MLA को संख्या नै हो यसैले राजनीतिमा आजकल नाफा नोक्सानको हिसाब किताब हुन्छ।

आगामी बंगाल बिधान सभा चुनाव भारतीय जनता पार्टी नेतृत्वाधीन प्रधानमंत्री श्री नरेन्द्र मोदी र भारतको राष्ट्रिय बिपक्षी गठबंधन राजनीतिमा ठूलो भूमिका खेल्न सक्ने बंगालको बर्तमान मुख्यमंत्री सुश्री ममता ब्यानर्जी बीचको बर्चस्वको लड़ाई हो। यस बिधान संभा चुनावले ममता ब्यानर्जीको राष्ट्रीय राजनीतिको भविष्य र दिशा निर्धारण गर्न सक्छ।

हालैमा बंगालको सत्ताधारी राजनैतिक दलभित्र देखा परेको शिर्षस्थ मंत्री र विधायकहरूको बड़दो असन्तुष्टि र बीजेपीमा जाने लामो होड़बाजी सत्ताधारी तृणमूल सरकारको निम्ति शुभ लक्षण भने कतै होइन।

असम्भावनाहरूभित्र सम्भावना लुक्नु नै राजनीतिको बिशेषता हो। के थाहा भोलिको दिनमा त्रिशंकु बिधानसभाको नतिजा आए सरकार बनाउने होड़बाजीमा दार्जीलिंग पहाड़ तराई डुवर्सको बिधायकहरूको निर्णायक भूमिका रहन गए झारखण्ड मेरो लाशमाथि बनिनेछ भन्ने लालु प्रसाद यादवहरूको घमण्डहरू चकनाचूर भए झैं बंग भंग होबे ना भन्नेहरू नै गोर्खाल्याण्ड दिन्छु भन्दै आफ्नो सत्ता बचाउनुको निम्ति सहायता मॉग्ला!!!

केन्द्रको बीजेपी सरकारले २०२१ को बंगाल बिधान सभा चुनावलाई हेरेर नै हाम्रो पर्मानेन्ट पोलिटिकल सोल्युसन्स बारे मुख खोल्न चाहेनन्। पर्मानेन्ट पोलिटिकल सोल्युसन्सको मुद्धामा नै चुनाव जितेर घरि घरि संसदमा आवाज उठाउने हाम्रो क्षेत्रीय सांसदको मुख बन्द गर्ने हेतुले षड़यंत्र गर्दै बीजेपीको राष्ट्रीय प्रवक्ता बनाईदिए।

राजनीतिमा जे पनि हुन सक्छ, बीजेपीले नचाहेको कुरो तृणमूलले गर्न सक्ला यी सबै गर्भभित्रका कुराहरू हुन तर २०२१ को बंगाल बिधान सभा चुनाव दार्जीलिंग पहाड़ तराई डुवर्सको परिप्रे़क्ष्यमा हेर्नु हो भने धेरै रोमांचक मोड़मा पुग्दैछ।

असल रणनीति अनि प्रभावकारी चुनावी रणकौशल बनाएर अघि बड़न सके आगामी बंगाल बिधान सभा चुनाव दार्जीलिंग,पहाड़,तराई डुवर्सको जनताको निम्ति टर्निंग पोइन्ट सिद्ध हुन सक्छ। सरल भाषामा भन्नु हो भने एक रोमांचक फ़ुटबॉल म्याचको बीचैमा  पैनल्टी सुट आउट गर्ने मौक़ा झैं हुनेछ।

बंग भंग होबेना भनेर ठाड़ै गोर्खाल्याण्डको माँग अस्वीकार गर्ने बंगालको मुख्यमंत्री ममता ब्यानर्जीहरू आज डुवर्सतिर आएर दार्जीलिंग तराई डुवर्सको स्थायी राजनैतिक समाधान/ पर्मानेन्ट पोलिटिकल सोल्युसन्स म आफै गर्नेछु भन्ने स्थितिमा पुगीसकेका छन। यसलाई गोर्खा आदिवासीहरूको नैतिक जित नै मान्नु पर्छ। डेमोक्रेसी या गणतंत्रमा जनता नै सर्वे सर्वा हुन्छन। अबको चुनावहरूमा हामी गोर्खा  भोटरहरूले ख़ूबै चिंतन र मनन गरेर निर्णय लिने समय आएको छ।

“बिमल गुरूंगको वापसी अनि ममता ब्यानर्जीको पर्मानेन्ट पोलिटिकल सल्युसन्स”

प्राय: साढ़े तीन सालको अवधिपछि बिमल गुरूंगहरू घर फर्किए। २०१७ को आन्दोलनलाई सरकारद्वारा दबाउने, कुल्चने ठूलो षड़यंत्र भयो। गोर्खाल्याण्डपंथी नेतृत्वहरूको पानी खेदाई भयो यहॉसम्म कि घरहरू कुड़की भए, कति जनाको भोटर लिष्टबाट नाम धरि काटियो। गोर्खाहरूको  अलग राज्य गोर्खाल्याण्डको मॉगलाई निमिट्यान्नै पार्ने हेतुले सरकारको दमन नीतिले पराकाष्ठ नाघेको थियो। बिमल गुरूंगहरू पहाड़ छोड़ेर गए अनि कसैलाई लागेको थिएन कि ममता बिमलहरूको सम्झौता हुन सक्छ, ममता ब्यानर्जी बंगालको मुख्यमंत्री रहुन्जेल बिमल गुरूंगहरूको वापसी कल्पना सम्म पनि गर्न सकिन्दैन थियो।

ममता ब्यानर्जीहरूसंग सम्झौता गरेर बिमल गुरूंगहरूको पहाड़ वापसी उनीहरूको राजनैतिक बाध्यता हुन सक्छ उनीहरूको कुटनैतिक रणनीति हुन सक्छ।

पहाड़मा सबैले राजनीति गर्न पाउनुपर्छ, पहाड़मा भारतको संबिधनले दिएको नागरिक स्वतंत्रताको अधिकार सबैले पाउनुपर्छ। प्रतिशोध र ईर्ष्याको राजनीति सबैले त्यागी एक सकारात्मक सोंचको राजनीति गर्नुपर्छ। अब हामी ८६ को जनता होइनौं, यहॉ हिंसा, भय आतंक र तिरस्कारको राजनीतिलाई जनताले फालेको हुनुपर्छ।

बिमल गुरूंगहरू पहाड़ फर्किन्दा जनताले केही लिएरै आउने आशा सॉचेका थिए जसरी एउटा घरको बाबु साढ़े तीन बर्षसम्म घरदेखि बाहिर रहेर घर फर्कन्दा बाबुले नानीहरूको निम्ति केही त लिएरै आउनेछन् भन्ने ठूलो आशा सॉचेका हुन्छन तर तिनी रित्तो हात आए तर ममता-  बिमल बीचको गुप्त राजनैतिक सम्झौताले पहाड़ तराई डुवर्समा राजनैतिक अड़कलबाजीको बजार भने धेरै तताईदिएको छ।

आज केन्द्को बीजेपी सरकारले आफ्नो संकल्प पत्रमा उल्लेख गरेर  चुनाव जितेको डेढ़ साल बितिसक्दा पनि पूर्ण गर्न नसकेको पहाड़को स्थायी राजनैतिक समाधान म गरेर देखाउँछु भन्ने ढाड़सहरू ममता ब्यानर्जीहरूले खुल्ला रूपमा दिंदैछन। के हो त ममता ब्यानर्जीहरूको दार्जीलिंग तराई डुवर्सको पर्मानेन्ट पोलिटिकल सल्युसन्स, के हो बीजेपीको संकल्प पत्रमा उल्लेखित पर्मानेन्ट पोलिटिकल सल्युसन्स!!!

के राज्यले दिने र केन्द्र्ले दिने पर्मानेन्ट पोलिटिकल सल्युसन्सहरू अलग अलग हुन, यो कदाचित हुन सक्दैन।

अहिलेको स्थितिमा जसरी भारतीय जनता पार्टीले बोड़ोल्याण्ड सम्झौतालाई लिएर आफ्नो ठूलो उपलब्धि ठानीरहेका छन, कतै ममता ब्यानर्जीको पर्मानेन्ट पोलिटिकल सल्युसन्सहरूले बोड़ोल्याण्ड टेरिटोरियल काउन्सिलकै हाराहारीको ब्यवस्थाहरूतिर इंगित गर्न खोजेका त होइनन्!!!

दार्जीलिंगको पर्मानेन्ट पोलिटिकल सल्युसन्सहरूको परिप्रेक्ष्यमा हेर्नु हो भने केन्द्र सरकारले बंगाल बीजेपीको राय लिएर नै काम गर्नुपर्छ र दार्जीलिंग वा गोर्खाल्याण्डको मुद्धा बंगालपन्थी कुनै पनि राजनैतिक दलको निम्ति अहम मुद्धा हो अनि बंगालको सत्तामा कुनै पनि सरकार आएता पनि बंगालदेखि दार्जीलिंगलाई अलग भएको देख्न चाहँदैनन।

अलग राज्य गोर्खाल्याण्ड हुन्छै हुन्छ, हामी साधारण जनतालाई यस्तै लाग्ने कुरो हो। हामी हाम्रो अल्प सोंच र अध्ययन अनुसार पनि भारतको संबिधानको धारा ३ (क) को तर्क राख्छौं, तेलंगना राज्य गठनको कुरो गर्छौं, भर्खरै जम्मू काश्मीरबाट अलग भएको केन्द्र शासित प्रदेश लद्धाखको कुरो गर्छौं तर अलग राज्य गोर्खाल्याण्ड नहुनुपछिको कारण र तथ्यहरू पछि पनि निर्क्यौल गर्न त्यति नै ज़रूरी छ।

हामीले लाखौं भोटको मार्जिनले केन्द्रकै सत्ताधारी राजनैतिक दलका सांसदलाई भोट जिताएर पठायौं। केन्द्रमा आज यस्तो शक्तिशाली सरकार छ जसलाई कुनै पनि निर्णय लिन एक सेकेण्ड वा मिनट पनि लाग्दैन तर तिनै सत्ताधारी राजनैतिक दलको २०१९ को आफ्नो चुनावी घोषणा पत्र वा संकल्प पत्रमा समेत सामेल गोर्खाका मुद्धाहरूलाई समाधान गर्नको निम्ति भारतको केन्द्र सरकार किन गम्भीर छैन।

बिमल गुरूंग अनि रोशन गिरीहरू जसको सहयोगमा केन्द्रमा सत्ताधारी भारतीय जनता पार्टीको सांसदलाई भारी मतले जिताएर पठाए अनि यस्ता म्यान्डेट बोकेका राजनैतिक दलहरूको नेतासम्मलाई केन्द्को सम्बन्धित मंत्री र मंत्रालयहरूसम्मले महत्व दिंदैन भने, बिषय बस्तुको गम्भीरतालाई बुझ्न धेरै ज़रूरी छ।

हार मान्नु भएन तर अलग राज्य गोर्खाल्याण्ड हुन वा दिन नसक्नु पछिका तथ्यहरूको निर्क्यौल गर्दै यसमाथि पनि काम गर्दै जानु पर्छ।

१९८६ मा गोर्खाल्याण्डको आन्दोलन गरेर दागोपापमा सम्झौता गर्ने सुबास घिसिंगले पनि बुझीसकेका थिए अलग राज्य गोर्खाल्याण्ड निर्माणको निम्ति अनेकौं अड़चनहरू छन। त्यसैले कहिले तिनी स्वयं गोर्खाल्याण्ड नफल्ने बन तरूल हो भन्दै ब्यंग कस्ने गर्दथे।

दागोपाप थापेपछि पनि सुबास घिसिंग चुप्प लागेर बसेनन अनि गोर्खाल्याण्डसम्म पुग्ने अनेकौं बिकल्पहरूको पछि लागीरहे। उत्तर पूर्बी राज्यहरूको इतिहास कोट्याउंदै छैटौं अनुसूचीका ब्यवस्थाहरू कालान्तरमा बड़ोत्तरी हुँदै छुट्टै राज्य बनेका तथ्यहरूलाई अघि लाएर दार्जीलिंग पहाड़लाई छैटौं अनुसूचीमा गाभ्ने प्रयासमा सफल बनेका थिए तर बिडम्बना गोर्खाहरूको, पहाड़मा छैटौं अनुसूचीको सर्वत्र बिरोध भयो अनि भारतको पारलियामेन्टको स्ट्याण्डिंग कमिटिमा यो बील अल्झिन पुग्यो, मानौं हात्ती छिर्यो पुच्छर अड़कियो भन्ने कथन चरितार्थ हुन पुग्यो।

जबसम्म अलग राज्य गोर्खाल्याण्ड हुँदैन तबसम्म सरकारले दिएका स्वशासित ब्यवस्थाहरूको समय समयमा समीक्षाहरू गर्दै बड़ोत्तरी गर्दै लैजानुपर्छ। आज बोड़ोल्याण्ड टेरिटोरियल काउन्सिलले मानव संसाधन विकासको निम्ति लछेप्रै विश्वविद्यालय र मेडिकल कलेजहरू पाएका छन। यस्तो उच्च शिक्षण संस्थानहरू हामीले दागोपापको समयमा नै पाउनु पर्ने थियो।

जब १९८८ मा दागोपाप थापियो, हामीसंग राज्य चलाउन सक्ने पर्याप्त मानव संसाधन नै छैन र यसको निम्ति तयारी गर्दै लैजानु पर्छ भन्दै नेतृत्वहरूले अलग राज्यको बिकल्पमा दागोपाप थाप्नु पछिका कारणहरू यसरी जाहेर गरे।

१९८६ को गोर्खाल्याण्ड आन्दोलन पछि अस्तित्वमा आएको दागोपापहरू अलग राज्य गोर्खाल्याण्ड निर्माणका पूर्बाधारहरू हुन गोर्खाल्याण्ड टेरिटोरियल एडमिन्ष्ट्रे़न (जीटीए) हरू पनि अलग राज्य गोर्खाल्याण्डका पूर्बाधारहरू नै हुन तर हामीले यसलाई सुचारू रूपमा संचालन गर्दै भविष्यको पूर्बाधारहरू तयार गर्नमा असक्षम बन्यौं।

दागोपाप वा जीटीएको सुचारू रूपमा वा सफलतापूर्बक संचालन भएको भए आज राज्य वा केन्द्र सरकारले अब गोर्खाल्याण्ड लैजाऊ भन्ने स्थितिमा पुग्न सक्थ्यौं तर आज हामी प्रत्येक पल्ट चुकीरहेका छौं ।

१९८६ मा भारतीय गोर्खाहरूको चिन्हारी, बासभूमि, स्वशासन र संबैधानिक सुरक्षा हेतु अलग राज्य गोर्खाल्याण्डको निम्ति २८ महीना लामो हिंसात्मक आन्दोलन गरेर स्वशासित दागोपापसंग सन्तुष्ट नभएका  दार्जीलिंग पहाड़का जनता पछिबाट अलग गोर्खाल्याण्ड राज्यको मुद्धालाई अघि बड़ाउने प्रण लिंदै गठन भएको गोर्खा जनमुक्ति मोर्चालाई भरपूर सहयोग दिंदा दिंदै पनि ४४ महीनाको लामो निष्कर्षहीन आन्दोलन गरेर फेरि अर्कै अस्थायी ब्यवस्था खोज्दै जीटीएमा आईपुगे।

२००७ सालमा बिमल गुरूंगले गोर्खा जनमुक्ति मोर्चा गठन गर्दा हाम्रा पहाड़ र जातिका महान शिक्षित बिभूतिहरू जो बिभिन्न क्षेत्रमा हाम्रो जाति लगायत, अन्य राज्यहरू यहॉसम्म कि भारत देशसम्मलाई प्रतिनिधित्व गरेका थिए यस्ता बुद्धीजीविहरूलाई थिंक ट्यॉकको रूपमा सामेल गरेर पार्टी गठन गर्दा बिमल गुरूंगहरूको यस कदमलाई सबैले स्वागत गरेका थिए।

सुबास घिसिंगकालमा सुबास घिसिंगद्वारा एक्ला चलो नीति र समाजको बुद्धीजीविहरूको शून्य संलग्नता र कालान्तरमा गोर्खाल्याण्ड आन्दोलनको असफलता संग सँगै दागोपापको असफलताले जन्माएको स्पेशभित्र जनतालाई समाजको शिक्षित समूह वा बुद्धीजीविहरूको संलग्नता नहुनु नै मुख्य कारण खटकी रहेको समय बिमल गुरूंगहरूद्वारा अप्नाइएको यो रणनीतिलाई सबैले प्रशंसा मात्र होइन, नेतृत्वलाई भरोसा गर्दै गोर्खाल्याण्डको तथाकथित दोस्रो चरणको आन्दोलनलाई भरपूर साथ दिए।

 तर आन्दोलनको अवधि मदन तामॉगको निर्मम हत्याले पहाड़को राजनीतिमा ठूलो भूईचालो ल्याईदियो। गोजमुमोको थिंक ट्यॉक समूहबाट यस हत्याको बिरोध गर्ने क्रममा एका एक राजीनामाले ठूलो पैह्रो जान थाल्यो र मदन तामॉग हत्या काण्डको बिरोधले गोजमुमोको अग्रिम पंक्तिको नेतृत्वमा नै अनिकाल आएको स्थिति पैदा भएर पार्टी नै संकटको सम्मुखीन खड़ा भयो।

पछिबाट केही नेतृत्वहरूलाई राजीनामा वापस लिने विन्ती र दबाव दुवै आए ता पनि , गोजमुमो पार्टी भित्र कालो ग्रहण लाग्ने क्रम भने यसै दिनदेखि शुरू भयो भन्नमा अत्युक्ति नहोला।

मदन तामॉगको हत्याकाण्डले उब्जाएको स्थिति पश्चात मोर्चाका प्रमुख नेतृत्वहरूको यस हत्याकॉडमा संलग्नता र नेतृत्वहरू पकड़ा पर्न सक्ने र आन्दोलन बिथोलिन सक्ने भयले सरकारसंग सम्झौता गर्न बाध्य भयो जसको फलस्वरूप गोर्खाल्याण्डको मॉगबाट एक इन्च पनि पछि  नहट्ने कसम खाएका बिमल गुरूंगहरू जीटीए थाप्न बाध्य भए।

शुरूवातमा जीटीएको ढॉचाहरू प्राय: आजको बोड़ोल्याण्ड टेरिटोरियल काउन्सिल झैं रहेता पनि तर राज्य अनि जीटीए शासित राजनैतिक दलहरू बीचको खिंचतानले जीटीए असफल ब्यवस्थामा परिणत भयो।

१९८६ को गोर्खाल्याण्ड आन्दोलनमा १२ सय जति शहीद भए, आन्दोलनको नाममा दार्जीलिंगका अनेकौं ऐतिहासिक धरोहरहरू खरानी भए, आन्दोलनकै कारण हाम्रो क्षेत्रको शैक्षिक, आर्थिक र अर्थनैतिक ब्यवस्थाहरू अझ कमजोर बन्दै गयो। आन्दोलनलाई समाजको हरेक तहका जनताको पूर्ण साथ हुँदा हुँदै पनि  जन भावनाको बिपरीत नेतृत्वबृन्द दागोपाप जस्तो स्वायक्त शासित परिषदमा सम्झौता गर्न पुग्यो अनि २००७ को दोस्रो चरणको गोर्खाल्याण्ड आन्दोलन पनि २०११ मा जीटीए जस्तो स्वायक्त परिषदमा आएर थन्कियो। २०१७ को आन्दोलनपछि त जीटीए जस्तो स्वायक्त परिषद संस्थाहरू नोमिनेटेड वा सरकारद्वारा मनोनित प्रशासकको हातमा पुग्यो।

हामी आफैले जानेसम्म १९८६ को गोर्खाल्याण्ड आन्दोलनपछि डमरूको रूपमा लिएको हाम्रो विकासको स्वशासित संस्थाहरू २०१७ सम्म आईपुग्दा कचल्टिएर लुतो लागेको बिरालो जस्तो भईदियो, त्यसैले जनताले यसलाई फ्यॉक्न बाध्य भयो।

१९८८ मा गठन भएको स्वायक्त शासित परिषद दागोपापको संबैधानिक ग्यारेण्टी दिलाउन हेतु  भारतको संब्रिधानको छैटौं अनुसूचीमा अन्तर्भुक्त गर्दै यसको बड़ोत्तरी  गर्नको निम्ति बंगाल सरकार अनि त्यस समयका  दागोपापका प्रशासक श्री सुबास घिसिंग बीच  २००५ मा मेमोरेण्डम अफ सेटलमेन्टमा हस्ताक्षर भयो तर यसको बिरोधको फलस्वरूप पहाड़मा छैटौं अनुसूचि लागु हुन सकेन।

अब फेरि लगभग पन्ध्र बर्ष पछि स्वायक्त शासित गोर्खाल्याण्ड टेरिटोरियल एडमिनिष्ट्रेशन अथवा जीटीएहरुको बड़ोत्तरी साथै संबैधानिक ग्यरेन्टी अथवा पर्मानेन्ट पोलिटिकल सल्युसन्सहरूतिर आएर फेरि अल्झिरहेका छौं।

के हो हाम्रो पर्मानेन्ट पोलिटिकल सल्युसन्सहरू, यो मॉग्नेलाई पनि थाहा छैन दिनेलाई पनि थाहा छैन अनि कोही हाम्रो पर्मानेन्ट पोलिटिकल सल्युसन्सहरू भनेको गोर्खाल्याण्ड  भन्दैछन, कोही युटी भन्दैछन, कोही सिक्किमसितको विलय भन्दैछन कोही छैटौं अनुसूची भन्दैछन कोही जीटीए (३) पनि भन्दैछन र सबैजना आ-आफ्नै अड़कलबाजीमा ब्यस्त छन।

अब हामीले भावी पीड़ीको भविष्य हेरेर सोंचेर बिस्तारै संग अलग राज्य गोर्खाल्याण्डको प्रक्रियालाई अघि बड़ाउनु पर्छ राज्य वा केन्द्र सरकारले दिने पर्मानेन्ट पोलिटिकल सल्युसन्सहरूको निम्ति उनीहरूको खेस्रा वा प्रस्ताव होइन हाम्रो आफ्नै खेस्राहरू तयारी पारी भरपूर बार्गेनिंग गर्न  सक्नुपर्छ जसरी बोड़ोल्याण्ड टोरिटोरियल काउन्सिलका दुई शिक्षित युवाहरूको प्रयासमा बोड़ोल्याण्डको नयॉ प्रारूप तयारी हुन सक्यो।

अबको पॉच वा दस सालभित्र बोड़ोल्याण्ड क्षेत्रमा विकासको जुन मूल फ़ुटेर जानेछ  देशमा केही समयभित्र अर्को नयॉ राज्यको रूपमा  बोड़ोल्याण्ड अलग राज्य अस्तित्वमा आउने पक्का पक्की छ।

 आज दिशाहीन आन्दोलन गरेर, अनिश्चितकालीन हड़तालहरू डाकेर हाम्रो भौतिक, ऐतिहासिक संरचना र ढॉचाहरू नष्ट गर्ने, भत्काउने साथै शिक्षा अनि क्षेत्रको आर्थिक मेरूदण्ड नै भँच्याउने सोंच र कृत्यहरूले हामीलाई विकासको गतिमा सयौं साल पछि धकेल्दै लैजॉदैछ।

पहाड़, तराई, डुवर्सको पर्मानेन्ट पोलिटिकल सल्युसन्स अहिलेको स्थितिमा जे पनि होस् तर क्षमताविहीन, जन भावना र जन आकंक्षाको बिपरीत पर्मानेन्ट पोलिटिकल सल्युसन्सहरू ग्रहण गरेर फेरि अर्को गल्ती नदोहोरियोस, दार्जीलिंग पहाड़ तराई डुवर्स फेरि यसपल्ट पनि  ठगिन नपरोस, नेतृत्वहरूलाई यही सुझाव।

It must be remembered that ever since the emergence of GJMM as a dominant hill party piggybacking on the sentimental issue of Gorkhaland, the issue had been made poll plank even at the Municipality elections, and all the logic-defying citizens continued to vote despite knowing that the Parliament is the only appropriate forum to address their aspirations. Like rats dancing to the tune of Pied Piper, hill people continued to blindly follow the so-called Gorkhaland leaders who could even prophesize the date of state formation unbeknownst to New Delhi.

Between 2007 and 2017, anyone criticizing the GJMM party or exercising democratic rights by showing allegiance to TMC would amount to a sort of seditious act. It was only in 2017 that the party thought it was opportune time to press ahead with the Gorkhaland agitation under the garb of linguistic imperialism for the state government had just imposed the Bengali language to be compulsorily taught in schools across the state, the order that it rescinded later on.

The fall out of this ill-conceived, strategy-less agitation is before all of us to see amidst the exchange of tirades between the two warring factions of GJMM. What has been more painful, demoralizing than the failure of agitation itself is the manner in which the GJMM leadership cowered before the CM Miss Mamta Banarjee, once their bete noire. Their political gambit of allying with TMC by seriously compromising the century-old emotive issue of Gorkhaland has not gone down well with the large section of the conscientious population who value self-esteem above political manipulation.

The upcoming assembly election comes as an acid test for the leaders of both GJMM factions to redeem their political image from being compromised leaders who can’t strike an honorable bargain with the state government. After all, by eating their own words, backtracking their resolve, common people are feeling being cheated and opine that their allegiance to the state government has been more of a Faustian bargain since they all have traded the century-old martyrs’ dream of a separate state against their immunity from nagging legal cases arising from the ill-conceived agitations.

However equally irksome has been the silence and lethargy of the BJP in according tribal status to the eleven Gorkha communities and working towards the vaguely defined permanent political solution. Hill people still feel let down by the saffron party despite helping it win in three successive general elections from the constituency and are still sluggishly hopeful that it would deliver something positive in the interest of the region.

It is in this catch 22 situation that the Hills has been caught now, and the denizens would be cautiously going through their manifestoes, being partly sentimental in choosing the lesser of evils would be the only political choice left for all. Only on May 2, would we be knowing if the Faustian bargain has really struck a chord or not with the hill citizens.

In 1989, Vishwanath Pratap Singh became the Prime Minister of India and with him came the execution of the Mandal Commission which had placed its report in 1983 offering 27% extra reservations in educational sector and jobs to Other Backward Classes (OBCs).
The newspapers and magazines changed its colours. It started looking gory. India Today shocked us when the self-immolation image of Rajiv Goswami was splashed. It made it to the front page of the magazine. We knew something was amiss.

We belonged to the general caste so we felt that there was nothing for us. We did not understand the logic. Nobody discussed these matters with us. Not even our teachers. Reading newspaper was boring (especially the OP-Ed pages). The Statesman was too eclectic. The Op-eds were intellectually of the highest order written by the best of minds theorizing the social context in the realm of the present times. The terms and social science jargon was unknown. No one discussed these with us.

My father was a weird person. One of those days when we happened to discuss the matter; all he said was – “It’s going to be tougher for us to get jobs , so better study hard”. Well that was the final inference that he had derived for us. He did not mince words. We exactly understood what he meant to say.

For the masses V P Singh , Lalu Yadav, Mulayam Singh Yadav, Ram Vilas Paswan, Sharad Yadav, Kanshi Ram, Chandrashekhar, Devi Lal, and all the dalit leaders were the poster boys of India. They were seen everywhere giving out press conferences or addressing rallies. Doordarshan had to toe the government line and fed news that was relevant to the present dispensation. There were no live TV debates or chatter mayhem as we see nowadays. However the newspaper and the magazines covered both sides. As I say again, we hardly understood the theorization. For us they were enemy number one.

A few days back Ram Vilas Paswan passed away. Today, I recollect those times. By now I have read Gandhi and Ambedkar. I have also read the grand idea of India by Jai Prakash Narayan and Ram Manohar Lohia. I have soaked myself with a good deal of Marxist literature and a lot of Social Science papers theorising these conceptual framework that makes the caste and class divide in India .

Today, I understand what it is to be a Dalit during those times or say even now. I am sometimes branded by many as a letftist. Don’t know how they make such categorization in the present context when we talk about the concerns of having a secular India or a talk about social and economic alleviation of Dalits and Minorities. You do not have to belong to the Communist Party of India who jointly call themselves the Left Front.

Today, we see an excess of capital driven privatisation of the Public Sector Units or even telecom, railways, ports and airports. Where was the private sector when people had to be evacuated during the pandemic? When basic education and healthcare are in shambles, how do we reciprocate to this grand idea of shining India and privatising these sectors in the coming days in the name of PPP? How do we counter the forces when there are job losses and when people at the edge of poverty are left out of development discourses leaving them more vulnerable to the capitalist forces that tend to gobble up India. We do not need an East India Company…perhaps we have bred a few here itself.

How do I respond to all the morons who send me WhatsApp messages celebrating a few Indian billionaires as Forbes top ten businessmen? Should I feel happy that we have Indians in that list or should I be angry when I read that the wealth of 9 richest Indian is equivalent to bottom 50% percent of India. Should I not be angry when wealthy individuals are amassing India’s wealth by all possible means and tweaking government policies, while the poor are struggling to eat their next meal or pay for their child’s medicine or quality education? These are basic questions that we need to ask ourselves. If feeling for someone’s pain is being labelled as a leftist , well so be it.

Thirty years back , I was angry for the 27% rise in the affirmative action that the government had taken for the OBCs or may be even the quotas availed by the SCs and STs, But, today I feel happy . Thank god there were people like Mulayam, Paswan and Kanshiram.

This statement of his has become quite relevant for the ongoing bye-elections in Sikkim this year for the three constituencies. Never has Sikkim witnessed such an interesting bye-election as people knew what was to come for them. Yet, we all wait to see the final results and get reassured that Atalji was correct in his analysis that elections are and will remain the mainstay of democratic India.

Being an academician I have been often asked in the last few weeks as to what the fate of the candidates would be. Perhaps, people felt that they would get a different perspective from my end. Well, my answer was pretty obvious and the regular one which everybody knew. Rather the normal Rhetoric. “…Ah, we know that already, but tell us what you personally think” They would goad me to dig a little deeper. It would be tough for me to explain that the ruling party does have a huge advantage but then it would be difficult to comprehend. The answer perhaps lies between the bylines and the undercurrent that the present Sikkimese masses are going through due to the obvious realities of alliances and the new narratives created by both the frontline regional parties juxtaposed to the rise of new independent candidates in the fray.

What we see and what we don’t!

The recent election results in May 2019, brought down the incumbent 25-year-old regime and the birth of a new government. Perhaps there were children born in these times and had never seen a different party. Sikkim politics had become too obvious and predictable in these two decades. This year it was however different.

But what continued after the election results were even more unpredictable and unprecedented. The switching over of political representatives had happened before but this type of blatant switchover in less than a hundred days had never happened and suddenly we had the central politics right in the middle of the turf.

New alliances were formed on both sides and arch-rivals, just a month back could be seen hobnobbing with each other. I am made to once again realize and accept the fact that- ‘Politics is the art of the Possible”. Politicians do have ‘reasons’ and I have no reason to disbelieve anyone. Half-Truths are also part of the Full-Truth. The full truth is what we wait to see and hear in the days to come. Being a close observer of regional politics in Sikkim and Darjeeling together with the Indian politics, This time round even I am left gasping for the real truth behind this switch over politics. I wait to find …someday!!!

Independent Candidates- a new feature

One of the interesting features was the rise of a particular Independent candidate in the last election who had been denied a ticket by the ruling dispensation, going against the popular demand of the people of his constituency. What resulted was that he came a close second in that constituency which was quite unimaginable in terms of vote share by any independent candidate previously. Well, that is history!

But then there is a sudden excitement regarding some of the independent candidates this time around (especially in the two seats in east district) and it would be really interesting again to analyse the result after the elections. The main reason and their battle cry had something common, and that was to talk of the supposed ‘unholy’ alliance with a certain central party and to save the state and its special provisions from this party citing J&K. Well, there is much to understand here. I personally feel that it is always good for smaller states to stay with the dispensation at the centre than oppose it. The special provisions that were removed for J&K were totally done at the central level and in the floor of the house in Lok Sabha and Rajya Sabha. The state legislature had rather no role in the transition process. Hence, it is also imperative for the people of the smaller state to understand these nuances of central politics that though India is a federal set up we need to acknowledge the huge of the role of centre, both in terms of funds and security. The larger states like Maharashtra, UP, MP, Bengal etc have certain liberties as they have larger number of representatives going to the Parliament vis-a-vis states like Sikkim. The best option, however, would be to not flaunt and make these special provisions a national issue and attract eyeballs.

Interesting times ahead

Sikkim is just a minuscule considering the great Indian electoral politics. It is always important to see the bigger picture which is playing out in the mainstream. In 1947, when India became a Nation-State, the consolidation of the new areas that suddenly came under the direct control of India was important to the Central Government. It was also imperative for the then government to erect new ‘Temples of Development’, support agriculture and industry, give an impetus to the alleviation of poverty, health and education. This was further made difficult by the constraints of the bipolar world politics, to remain nonpartisan in the cold war, fight the rise of extreme left-wing communism with China in our neighbourhood. The 90’s rolled in a new definition of global economy ushering globalization and liberalization policies and the new millennium is giving rise to further challenges. This, contrasted with the huge Hindu majority in India and the proliferation of new mode of communication saddled on the lines of social media where the relevance and efficacy of the fourth pillar being constantly jolted with uploads and downloads in the digital world is giving rise to new age politics. A politics where a veteran upright politician loses an election to a nouveau movie star or a TikTok artist is slated to win an election. Or a new party wins 96% of the seats to form a government in the heart of India. Times are changing and changing fast. We wait and watch the new age of politics to unroll further.

The village is very proud of itself. The development is such that people walk barefoot on the tiled streets to prevent it from getting dirty. So much so, that the villagers have shifted from vehicles to ponies to preserve the sanity of the place. The walls of the Upper Koltey Gaon are all painted white with stripes of blue on it, and the Lower Koltey Gaon is painted blue with a stripe of white on it. Legend has it that those new to the village would never be able differentiate between the two.

Nevertheless, the two parts are united skin and bones to each other, and the bond is based on the 2017 andolan sandhi. Legend has it that the police and CRPF raids which were an everyday phenomenon in Koltey Gaon, Darjeeling stopped the day this sandhi was signed, thanks to the unity between the Upper Koltey Gaon and Lower Koltey Gaon. The treaty after a many rounds of meeting finally could establish peace by mandating for the football team of the village – the KFC (Koltey Football Club) at any time to have the Goalkeeper and Striker from the Upper Koltey Gaon, while the Cricket Team (Koltey 11) was to have the best player of the Lower Koltey Gaon at any time as the team captain, who would also be the first bowler and the opening batsman.

Though the village has no playing ground for itself, and the children aren’t allowed to play on the streets for the fear of the tiles getting destroyed, it’s their love for the sports that has led them to win the ever prestigious “Mul Daara Open Tournament” and the “Taarey Bhir Bronze Cup” year after another.

Again, every other person in the village is spiritual, all of them being dedicated followers of Baba Ram Rahim Insaan, but there is no political interest in anyone at all. In fact, the village follows a strict non-political policy since time immemorial. To say the least, the village in its life has never seen a single political rally till date, except for the time when once General Aladdeen of Wadiya had decided to visit the village and had delivered a speech at the village community hall. That was the only time that the villagers had seen camels.

But that is going to change soon.

A meeting had been called recently at the village community hall to rediscuss the non-political policy of the village. It all started recently when some in the village began to realize that they were Gods gift to the community, and that they could actually show the rest how people actually deserved to be governed. A little more research by the concerned villagers brought forth the fact that owing to the lack of political interest in the village, though development was friendly with the village, the pursestrings of development were not, and so the villagers now knew exactly what they needed to do.

A resolution was passed unanimously by the members of all the 108 houses to drive the village ahead in the political scenario. The plan was to start by contesting the upcoming by-polls in Darjeeling, and thus becoming a Cabinet Minister in Bengal. Later further, it was decided that the village would send candidates to contest the GTA and Lok Sabha elections too, and slowly capture all the important seats. And later when everything was under their control, implant their own members in all the Development Boards, School Boards, College Boards, Black Boards, Green Boards too. There were also talks about transferring all the important administrative offices of the region to their village.

A meeting was called to decide the MLA candidate from the village where nominations from interested candidates would be called and each house would vote for the candidate of their choice. The candidate with the highest number of votes would go on to file his/her nomination for the election. When a youth who had been studying in the town raised his voice saying, “Hamile candidate pathaayum vaney vote bandaa huncha”, one of the villagers was prompt to reply, “Tero baw ko baari bandaa vaako jasto laagyo hola daaju-bhai ma… vote ho vote!!” The youth could not reply a word. This kind of debating skills had made it certain for the villagers that in the coming years, they could have a CM from Koltey Gaon, Darjeeling.

A total of 107 candidates came forward from every house in the village except for one.

Going back to the meeting, of the 107 candidates, 106 got 1 vote each, and luckily Tulkey who was the only person in the village to marry inside the village, was selected to contest the election with 2 votes for him. For once, some villagers thought of chasing out Tulkey and his wife and conduct the voting again, but they had no grounds to do so.

Just then a man from behind the crowd shouted, “Aajkal ta bazaar ma sabai nai vote ma uthcha harey ta… Hami ni 107 nai jana uthyo vaney k jaaney ra?” The idea was indeed liked by everyone and the hall in no time was filled by murmurs.

Right then someone in the middle stood and said – “Paisa chai kolley diney anta?” That was there… the lack of funds. The equation went back to Tulkey and he was announced as the sole candidate from the village.

Thus it started – rallies and promises. Tulkey wasn’t afraid. “Vikas moh lewchu” – Tulkey would say addressing the biggest rally the town had ever seen, though he didn’t know how. He also once talked about shifting the entire Gorkhaland region to Koltey Gaon as the atrocities of the law-enforcements in the town was on all time high. “Hamro gaon ma ta posney aat gardaina ni”- he would say. Nonetheless, he was true to his commitment towards Development. Wherever he went to do his rallies, youths, mostly addicts, developed instantly, and bought new motor-bikes and fancy clothes. Infact, his commitments to development were so visible that some parties even abandoned their own candidates to support him.

And to not of a very big surprise, Tulkey won the elections by a record margin of 10 lack votes. None of his opponents could cross the double digit count in votes. He became an overnight sensation all over and started getting calls from the biggest parties in the country. He was even made a Minister in West Bengal looking at his popularity in the hills. He swore in as the Minister of Unemployment and assumed his office in no time. As per his wish, an office was set up at his village for him to operate while being at home. Now, even those controling the pursestrings of development realised how important the village was. Soon, the village started getting covered with green and blue roofs, and blue and white tiles all around – everyone in the village being super happy.

Tulkey was living his dreams.

One morning, he reclined on his super comfortable chair in his office and reflected on how happy he was and how happy his village was. He was now planning to contest the MP elections himself too, when he faintly started hearing his wife’s rant over something. He was just trying to concentrate what she may have wanting to say, when he felt water splashing on his face. It was him on his bed, not an MLA, not a Minister. His wife shouted – “Ghaas kaatnu kosko baw jancha?” …

Tulkey got up slowly and said not a word. He was dreaming a dream, that most in the internet are doing these days.
