Two striking features of the forthcoming election are, the plethora of political parties and contestants, and the replacement of the “G(orkhaland)” word with a Bengal government-friendly “D(evelopment)”. Of course, the political aspirants sporadically evoke the “G” word, albeit not often enough to ruffle feathers in Nabanna. The term “Development”, though,  is like the daily horoscope. It is strikingly concrete but sufficiently vague; has scope for multiple interpretations as well as immediate escape from one’s memory. To cite a recent example, for a territory which has been misgoverned for decades, a clean-up of the Capital Cinema Hall also becomes a milestone. Should one not commend the repair of the façade? Of course, one should! Anyone who has visited other hill stations in India is struck by the dilapidated state of our hills. The victory lap by Hamro Party, post-clean-up of a building,  should, therefore, be a moment of deep reflection among the Gorkhas on the social, political, economic, and historic mess that we are in.

The author still believes that, for the Gorkhas, identity should trump development. The politics which advocates, “Development until Gorkhaland” is a facade for compromise. Interestingly, not only the political parties but some established Gorkha journalists/ political commentators are echoing this and tacitly building a favourable ecosystem for Hamro Party’s “apolitical” stance. I believe that we don’t need a GTA in any shape or form, even if the 2011 agreement is honoured by the Bengal government in toto (which was the GJMM’s latest stance pre-BG hunger strike). There are well-qualified and trained administrators from the  IAS and WBCS who can carry out the said task without indulging in JCB politics.

What happens to Gorkhaland now? Nothing, until a new leader or a new party arrives. Because as far as political parties are concerned, “candles” in Darjeeling are suitable only for personal use, not for public purposes. What with the rain and the wind, it does not even serve a symbolic function. “Bread”, tosh roti, is popular, but its popularity rests on convenience rather than nutritional value. And in a situation where the tosh roti is accompanied not by a Himal Chuli , Sunchari, or even Himalaya Darpan, but the rabidly anti-Gorkhaland TheTelegraph, it becomes suspect of tacit blessings from Nabanna. The remaining several dajus are Didi ko sakkhaybhais who have folded with alarming agility, and in their current poses of absurd contortion, are of no use to the Gorkhas.

Glad to know that the total number of vacancies [excluding 10 % reserved for Para Teachers] were 14,339 but the main concern in this regard is that out of these numbers, a very negligible number is shared by our Nepali medium schools. The total number of vacancies calculated was only 36 [For different subjects] i.e., only 0.25 % out of the total. It is also to be noted that these vacancies lie in those Nepali medium schools from Siliguri, Bagdogra, Terai, and Dooars and “not in the hills”.

Moreover, I am not writing this because I couldn’t make it out on the merit list but it is more than that. I want to put this in front of our people especially our administrators and also the educated youths from the hills. To be honest, I really don’t have an idea on when, why, and how was the School Service Commission once functioning in Darjeeling hills went out of our hands? That is another chapter from the story but I am pretty sure that our administrators have a right to appoint group C and D servants according to GTA Act.

Not to put blame on them for now at least – GTA had for the first time conducted the Regional TET [Teacher’s Eligibility Test] for the recruitment of Primary Teachers [Classes I-V] in the month of February 2021, the result for which is still pending. Now, when I think about all this things-it is really disheartening also knowing the fact that despite being eligible, capable, possessing abilities and skills in varied fields, our youth are still unemployed or underemployed. Till when do we have to sail on a voyage like this which leads to nowhere but frustrations?

In the history of appointments in West Bengal, the recruitment of school teachers [all 4 main divisions] has passed through a “tortoise walk”. Still, when the time comes by, thousands of “other-language category folks” from our state lands up in their dream job. But what about us? Aren’t we the citizens of this state? Don’t we deserve to work here?

Moreover, the previous Primary Teachers Appointment [Class I-V] on the basis of TET Exam 2014 don’t have many accounts in this article. But to brief about it, there were more than 40k vacancies out of which half of it have already fulfilled.

To sum it up, I would like to take this opportunity to pray before our leaders that “something serious has to be done” in this regard. Please bring up the lost glory of the past so that we could live peacefully and develop.

Human civilization is facing an unprecedented crisis and of course one of the most disastrous humanitarian tragedy in the history of mankind.

The outbreak of the second wave of this virus has already started upholding a catastrophic situation in our hills with rapidly increasing numbers of positive cases resulting in loss of human lives.

The local administrative body is doing its best with the necessary available resources to undermine and restrain the transmission of this fatal disease with various strategic moves which is highly appreciable.

The whole community is in the same pitch to combat this pandemic with their collective actions and efforts. Various political parties, non-governmental organizations, social workers from across the region have profoundly responded and jumped into action to render the required services to mankind in need with the best of their capabilities in this covid rampage.

At this crucial phase, the GTA Relief Fund can’t be ignored and forgotten. The fundraising campaign was a phenomenal drive under the leadership of the honorable GTA Chairman during the first wave of the pandemic. The fund as per the official record is a whopping amount of Rs – 2,10,16,036 in which the chairman himself committed to adding the equal sum of amount for the appropriate utilization to deal with this pandemic. With the additional share the Fund is supposed to be above 4.20( Four Crore twenty lakhs plus) now.

However, no official statement has been issued in this regard so far by the finance authority and not even a single penny is being used for the prime objective for which the fund was raised.

A lack of transparency may result in distrust and if not utilized efficiently and effectively will create a sense of insecurity among the donors as they would feel their contribution is wasted and gone in vain.

The bitter truth must come out, our poor health infrastructure is a difficult question to be answered. It is so disheartening to observe shortages of infrastructure which is not hidden to us any longer.

At this crucial juncture, community-based covid shelter by our social workers and non-governmental organizations in various educational institutions private and public property is a demand of the time and a welcoming move. Moreover, it must be encouraged with the adequate support and supplies of covid shield services as per the pandemic S.O.P through GTA Relief Fund.

IT IS TIME TO SERVE AND SAVE LIFE

The Chairman Relief Fund if particularly utilized in the Community based Covid Shelter with being highly reasonable at this phase for the laid down proposals:-

1. The supplies of modern and updated personal protective gear for the volunteers and health associates engaged in the frontline without zero negligence through the GTA relief fund.
2. The appropriate healthy nutritional diets to be ensured at the covid shelter for the patient and the volunteers engaged there.
3. The frontline volunteers must be rewarded with monetary and social recognition perks to boost up their morale and motivation during their services in the community-based covid shelters.
4. Supplies of Oximeter Device to monitor the pulse rate so that the proactive approach can be extended to the needy patients in the medical grounds whenever required.
5. Supplies medical infrastructure such as oxygen concentrators so that a single life cannot be lost in absence of oxygen requirement.
6. Transportation services to be rendered to the hill community who are desperately strangled in cities and stations.
7. To ensure 100 percent vaccination program in tea garden the as they are considered to be the most vulnerable and deprived section of our society due to lack of proper information.
8. To adopt a team of a vigilance committee to ensure proper utilization of the allocated fund for a timely review and regular follow-up.

‘Kalimpong MLA’s Developmental Priorities and Parameters Are Disturbing’ presents an into the line of thinking exhibited by newly elected MLA and why it’s unhealthy for our hills

On May 2nd, the election results of around 5 states were declared. For 4 of the states, things returned to normal in no time. But it wasn’t the same for West Bengal, things weren’t the same. Here, the environment has been on a boil ever since. The news that started with vote counting was followed by the result declaration, then came victory celebrations through different parts of Bengal and then everything escalated quickly to become the news of violence and arson.

While analysing the situation across the state and the reasons behind the culture of political violence in Bengal would be an interesting exercise in itself, but here, the attempt is to discuss the recent developments in hill politics. We are fortunate that election results in the hills were followed by reactions altogether different from the rest of Bengal in emotions and discussions, however, it nowhere means that the things aren’t interesting around.

It is for the first time in many years in the Hills that the election results didn’t come as something that was pre-decided. This time around, all the major players were on the same court. No political pundit could predict the result this time. The true spirit of democracy was upheld and people expressed their mandates through their votes. Kalimpong has selected Mr. Ruden Sada Lepcha as its representative, while Mr. Neeraj Zimba and Mr. BP Bajgain got the majority of votes from Darjeeling and Kurseong respectively – a splendid display of democracy indeed.

However, what comes as a very sad surprise just after 2 days of results being declared is Kalimpong MLA elect Mr. Ruden Lepcha’s statement explaining his ‘developmental priorities and parameters’. He explicitly made it clear that he met all the necessary people inside his party and the GTA to express his decision that he would work exclusively for the booths and samastys where he had won a majority of the votes, while for those where he had lost heavily, he would keep their development work on hold. He called it as “justice of work” in terms of his service. He said that the booths where his party had won with the highest margins would get the highest priority and that he wouldn’t work for those where he lost for at least 2 years now. He further said that he would hold a talk with the executive engineer to put all the tenders on hold so an ‘adequate reconsideration for various projects according to the priorities and parameters he set’ could be made.

In the process of trying to scare or punish the voters who didn’t vote for him or reward those who did, Kalimpong MLA Mr. Ruden Lepcha seems to have forgotten the very basis and essence of democracy and governance. He seems to be unable to comprehend that him being elected as the MLA doesn’t make him the representative of just those people who voted for him, but he is supposed to represent all the people of Kalimpong Legislative Assembly constituency, regardless of who voted for him or not. I am not sure if he is aware of this, but in announcing discrimination against those places wherefrom he has polled less, he is violating his oath as a public representative, even before he has taken it. As a public representative, he is supposed to be just and unbiased to all his constituents, regardless of their race, colour, religion, caste or political affiliations.

Once elected as a public representative, one must keep the duty and responsibility of his position above one’s political agenda and affiliations. By issuing such a statement, one can only be disrespecting the values and essence of democracy and our constitution. I am not very sure from where Kalimpong MLA Mr Ruden Lepcha derived his idea of “justice” as serving people according to the votes they cast in his favour, but it is surely against the justice of unbiased service that the people deserve from their representatives.

An MLA again as a member of the Legislative Assembly is supposed to be the medium between the people and the State Government and a lawmaker. Unless Mr. Ruden Lepcha holds a deciding position in the GTA, it is difficult to understand how the projects and the tenders can be influenced by his recommendations, unless they are being sanctioned under the MLA LAD fund. Again, even if he is a key position holder in the GTA, is it how the local administrative body should function? Based on the political affiliations rather than the necessity and merit?  While the GTA is already tainted by accusations of favouring their associates for hundreds of school teacher vacancies, was it the right statement to make?

No matter who the leader or the representative is, it is the people’s money that flows into the system and onto the administrative bodies. Should the political parties and their leaders be using these taxpayers funded money to benefit their followers and voters only?

Is such mentality a reason why GTA has been such a big failure? Does Kalimpong MLA Mr. Ruden Lepcha lack an understanding of democracy or is he trying to define the same in a new way? Do his party and the leaders subscribe to the same line of thought as well?

Someone should tell him that being an MLA is not like running one of those Development Boards anymore. This is a public office he now holds, and the people and the courts will hold him responsible for each and every action or inaction of his.

Present scenario:

In our hill Area, Education has become a business where someone is a graduate and if he or she has a stronghold on the politics then it is sure that they will get a job.

School is a temple but, here, the heinous act is going on where our education is suppressed by noxious politics. Teacher, who has a great responsibility for the betterment of the society, in terms of cultural, athletism and educational values are being appointed, without any kind of notification and an advertisement of the post.

How can we make things better?

At present, the only thing which will make our education better is a Hill-based SSC (School Service Commission) exam. It doesn’t matter if the syllabus is made the same as that of SSC; just little change is required to justify the People residing on the hills. Two things should be added on the syllabus,

1. Major Language should be Nepali (as we have every right because we belong to the minority)
2. In General Knowledge, Hill-based knowledge questions should be included with the other GK.

Why hill based SSC exam?

1. Because it will create some healthy competition among our people so it’s good for the future. It will definitely help us in selecting the able candidate for the post.
2. So the name here is hill based, so what does it indicate that the Question should be made according to the hill based like, what is the name of the oldest tea garden of Darjeeling? When do Cinchona Plantations has formed? Etc.
3. It allows us to maintain the proper structure and can be rearranged as soon as possible so that if any flaws in the appointment procedure are found it should be scrapped.

Why hill based questions?

It will fork out every hidden history- the mystery of the GTA region. The history has been hidden by the West Bengal Govt. Such history of the hills of North Bengal as whole used to be on the WEST Bengal Syllabus before but today all the history has been hidden away by the State Govt. If the West Bengal Govt has done so precisely to hide away our history from the syllabus book, it indicates that it has something special not only for the people of Hills but for the whole North Bengal.

Justification to the people residing at GTA region:

Now, the present scenario is, Political flag is of immense importance for doing any work in the GTA region. No quality or skills is being noticed or considered as an important aspect of getting a job. Those persons who do not have the right quality for the job are being appointed and the children or students who are the future of our society are being recklessly handled by the past and present Political parties.

Those teachers, who never experienced any kind of competition, are being appointed and the question is how they can make competitive students when they never had experienced it. And, Hill-based SSC is the only solution that also provides the best justification and can conserve the ethnic value of the people of the GTA region.

Together we can make our society healthy again!!

‘आज केही त हुनेवाला छ।’ रोङ्गोबाट मनोज बोगटीले बिहानै फेसबुकमा स्टाटस लेखे।

स्वाभाव अनुसार हुटहुटी शुरू भइहाल्यो। दस बजेदेखि उता हुटहुटी रोकेर राख्न नसकेपछि उनलाई फोन लगाएँ अनि सोधेँ, ‘आज के हुनेवाला छ?’

जवाबमा उनले जे भने त्यसले मलाई खास अचम्ममा पारेन।

बोगटीले भने अनुसार बेलुकीपख सल्टलेक कलकत्ताको गोर्खा भवनको गेटमा मिडिया अगाडि देखा परे बिमल गुरूङ। गाडीको पछाडि सिटमा एकजना मालाधारी बाबासँग बसेका बिमललाई पत्रकारहरूले मास्क खोल्न अनुरोध गरे। एक दशकदेखि विमल गुरुङको दम्भ हेरेर हुर्किएको मलाई मास्क खोल्दा कुनै चिडियाखानाको निरीह प्राणी हेरिरहेछु जस्तो लाग्यो। उनको अनुहारको जलप यसरी गायब थियो, मानौं उनले अगाडिबाटै हार स्वीकार गरिसकेका छन्।

गोर्खा भवन खोल्ने अनुमति नपाएपछि त्यहाँबाट फर्किएका बिमलले एक घण्टा नबित्दै कलकत्ता कै एक पाँच तारे होटलको सभागृहमा पत्रकारहरू अगाडि जे भने त्यो उनको लागि बिल्कुल साधारण कुरा थियो। किनकि त्यो कुरा त उनले बारम्बार गर्दै आइरहेको राजनैतिक स्टन्टको एउटा अहम हिस्सा हो। मलाई यस कारण बोगटीले बिहानै भनेको कुरामा अचम्म लागेन।

हाम्रो सामाजिक मनोविज्ञान यस्तो छ कि हामी सामुहिक नेतृत्वमा भन्दा धेर कुनै मसिहाको आडमा बाँच्छौं। मसिहा हामीले देख्ने सपनाको अहम हिस्सा हो। सन् २००७ मा एक तथाकथित मसिहा सुवास घिसिङको एक्काइस वर्षे शासनको अन्त्य गर्दै गोर्खाल्याण्डको नारासँग बिमल गुरूङको नाममा दार्जिलिङमा अर्को मसिहाको उदय भएको थियो। त्यस्तो कुन गोर्खा होला जसको ढुकढुकीमा गोर्खाल्याण्ड हुँदैन? त्यसैले एक्काइस वर्षदेखि मृत्युशैयामा बसेको गोर्खाल्याण्डको मुद्दासँग अगाडि आएका विमललाई आफ्नो राजनैतिक धरातल मजबुत गर्न धेरै समय लागेन। मुद्दालाई साथ दिन उनको लागि व्यापक जनसमर्थन जुट्यो।

यति व्यापक जनसमर्थन आफूतिर हुँदाहुँदै आखिर त्यस्तो के वाध्यता थियो जसले बिमललाई राज्य अनि केन्द्रसामु आन्दोलन सम्झौता गर्न वाध्य गरायो? स्पष्ट छ, एक इमान्दार छवि लिएर राजनीतिमा आएका उनी यतिबेलासम्म सत्ता अनि पैसाको भोको भइसकेका थिए। चार सालसम्म चलेको आन्दोलन अन्तमा जिटिएको सम्झौतामा आएर टुङ्गियो।

पूर्ण इमान्दारितासँग आन्दोलनमा खट्ने कित्ताको विमलमाथिको आश त्यतिबेलै टुटिसकेको थियो। तर आन्दोलनको सम्झौताले विमलको धरातल कमजोर गरेन। यसका केही ठोस कारणहरू छन्। विना कुनै सुझबुझ आँखा चिम्म गरेर नेताका पछाडि कुद्ने निमुखा जनता अगाडि ‘जिटिए गोर्खाल्याण्डसम्म पुग्ने सिँढी हो’ भन्ने विमलको झाँसाले गतिलै काम गऱ्यो। फेरि, जनताको लागि जिटिए भनेको अपूर्व सम्भावनाहरूको एउटा पुलिन्दा थियो। घिसिङको दागोपापले ठीकसँग सम्बोधन गर्न नसकेको रोजगार, बाटोघाटो, स्वास्थ्यजस्ता आम समस्याहरूको निदान जिटिए हो भन्ने भ्रममा जनता व्यापक रूपमा बहकिए।

यदि ठोस केही गरेको भए जनतालाई एउटा सन्तुष्टि मिल्ने थियो। तर जिटिएले ठीकसँग केही गर्न सकेन। उल्टै जिटिएको मोटो रकम आम समस्याहरूबाट जनताको ध्यान हटाउनमा प्रयोग हुन थाल्यो। प्यारासिटामोलको ट्याबलेट बोकेर कुनै स्वास्थकर्मी नपुगेको ठाउँ छोटा रङ्गीतको बगरमा बलिहुडको हस्ती सोनु निगमलाई ल्याउने काम गरियो।

सत्ताको मातमा लट्ठिएका बिमल त्यतिबेला हठात बिउँझिए जतिबेला जिटिएकै द्वारबाट छिरेको राज्यको तृणमुल काङ्ग्रेस पहाडमा आफ्नो साङ्गठानिक धरातल निर्माण गर्नतिर लाग्यो। यसको लागि उनीहरूले कुनै कसर बाँकी राखेनन्। बिमलले जिटिएमा आएको रकम जनताको लागि ठीकसँग प्रयोग गरेनन् भन्ने उनीहरूको आरोप जायज थियो। फेरि, राज्यबाट जनताको लागि आएको सहुलियत सिधै राज्यको हातबाट नलिएर किन भाया जिटिएबाट लिने? भन्ने उनीहरूको प्रश्नले मान्छे विस्तारै कन्भिन्स हुन थालिसकेका थिए।

विमलले त्यतिबेला महसुस गरे कि उनको धरातल अब खस्किन शुरू भइसकेको छ अनि कुनै पनि बेला यसले विराट पहिरोको रूप लिन सक्छ। अब ठीकसँग सत्तामाथि पकड बनाइराख्न उनले आफ्नै पूरानो मुद्दा गोर्खाल्याण्ड झल्झली सम्झिन थाले। तर राज्यसँग तालमेल हुँदाहुँदै गोर्खाल्याण्डको आवाज उठाउन उचित थिएन। राज्यले जिटिएको लागि तोकिएको रकम आवण्टन नभएको अनि विभागहरूको हस्तान्तरण नगरेको आरोपमा नियोजित तरिकाले उनले राज्यसँगको दुश्मनी शुरू गरे।

नभन्दै २०१४ को आम चुनावलाई ध्यानमा राखेर दिनोदिन खस्किरहेको केन्द्रको काङ्ग्रेस सरकारले तेलङ्गनालाई अलग राज्यको दर्जा दिने एक चुडान्त निर्णय लियो। बिमलले बुझे, आफ्नो पकडबाट बिस्तारै फुत्किरहेको जनताको विस्वास फेरि आफूतिर गर्ने यो भन्दा सही समय कहिले होला? यदि तेलेङ्गना हुन्छ भने किन हुँदैन गोर्खाल्याण्ड? पहाडमा व्यापक जनगुनासो देखियो। यहीँ जनगुनासोलाई क्यापिटलाइज गरेर विमलले फेरि एकचोटि गोर्खाल्याण्ड आन्दोलनको बिगुल फुके।

आफ्नो हातबाट फुत्किएको जनता मात्र होइन, जिटिएको सम्झौतापछि विमलमाथिको आश टुटाएर बसेका बौद्धिक कित्ता अनि पहाडका कतिपय राजनैतिक दल पनि आन्दोलनमा सहभागी बन्न एउटै मञ्चमा देखा परे। एनोसदास प्रधानलाई अध्यक्ष मानेर आफ्नो रणनीति तयार गरिरहेको साझा मञ्च तर धेरै लामो टिक्न सकेन। अनि टिक्न नसक्नुको मुख्य कारण बने बिमल।

किनकि हिरोगिरी विमलको पहिलेदेखिकै एउटा नशा थियो। सामुहिक आन्दोलन गर्दा आन्दोलनको श्रेय उनीतिर नगएर अरूतिर जान्छ कि भन्ने भयले विमललाई सताउन थाल्यो। आफूलाई आन्दोलनको मुख्य हकदार दावी गरेर विमलको स्वयंले आन्दोलनको कमान सम्हाल्ने निर्णयपछि आन्दोलनमा सहभागी अन्य राजनैतिक दलहरूसँग फुट शुरू भयो अनि उनीहरू एकाएक पन्सिन थाले।

बङ्गालबाट छुटेर एक अलग राज्य निर्माण गर्ने मागको साथ आन्दोलन गरिसकेपछि राज्य सरकारबाट दमन हुन एक स्वाभाविक कुरा हो। आन्दोलन दबाउन राज्यले यसचोटि पनि कुनै कसर बाँकी राखेन। मोर्चाका तमाम नेता त्यस बखत पक्रा परे अनि जनताले पुलिसको ज्यादती भोग्नपऱ्यो। साझा मञ्चको कमान आफैले सम्हाल्ने बिमलको एकल फैसलाको कारण रूष्ट बनेका अन्य राजनैतिक दलहरू एकाएक आन्दोलनबाट आफ्नो हात सफा गरिसकेपछि एकलो मोर्चासँग राज्यको दमनबाट निप्टन कुनै ठोस रणनीति थिएन।

दुर्भाग्यवश सैंतालिस दिनको हडतालपछि यसचोटि पनि आन्दोलन तुहियो। यहाँ मज्जाको कुरा के छ भने, आन्दोलनकालमा साझा मञ्चको दबावमा जिटिए प्रमुखको अहोदाबाट राजिनामा दिन वाध्य बनेका विमल फेरि एकचोटि कलकत्ता गए अनि आफूसँग जिटिएको चौकी लिएर आए।

सन् २०१४ को आम चुनावमा देशभरि मोदी लहर व्यापक रूपमा फैलिएर गयो। आफ्नो शासनकालमा अनेक भ्रष्टाचारहरूसँग लिप्त काङ्ग्रेस सरकारसँग रूष्ट बनेका जनता यसचोटि परिवर्तन चहान्थे। काङ्ग्रेस सरकारको कमजोरी अनि आफ्नो कोर आइडियोलोजी हिन्दुत्वलाई नारा बनाएर चुनावी मैदानमा उत्रिएको भारतीय जनता पार्टी यसचोटि सत्तामा आउने पक्का थियो।

मौजूदा राजनैतिक स्थितिलाई विमलले आफ्नो मुद्दा केन्द्रसम्म पुऱ्याउने एउटा अवसरको रूपमा हेरे अनि आफूलाई भारतीय जनता पार्टीको घटक दलको रूपमा स्थापित गर्ने तत्काल फैसला लिए। विमलको यस फैसलामा जनता एकाएक उत्साहित देखिए। आफू सत्तामा हुँदा तीनवटा नयाँ राज्य गठन गरेर देखाउने भाजपाको ट्राक रेकर्डले यसलाई आफूहरू अलग राज्य गठनको मामिलामा संवेदनशील रहेको छवि पेश गरिसकेको थियो।

आम चुनावमा दार्जिलिङ लोकसभा सिटबाट स्वतन्त्र उम्मेद्वारको रूपमा अगाडि आएका डा. महेन्द्र पी. लामालाई मात दिएर भाजपा उम्मेद्वार एस. एस. अहलुवालिया व्यापक भोटको साथ विजयी भएर दिल्ली प्रस्थान गरे।

विमलको राजनैतिक अवसानको तार यहीँ आम चुनावसँग जोडिएको छ। कारण, २०१४ को आम चुनावको नतिजाले भाजपालाई पहिलोचोटि बङ्गालमा आफ्नो हक जमाउने लालच पैदा गरिदियो। भाजपालाई थाहा थियो, गोर्खाल्याण्डको मुद्दालाई सदनमा उठाउनु बङ्गालको सत्ता हासिल गर्ने रणनीतिको नजरले एक गलत कदम थियो। कारण बङ्गाली समुदायमा ‘एन्टी-गोर्खाल्याण्ड सेन्टिमेन्ट’ हावी छ अनि कुनै पनि सर्तमा उनीहरू बङ्गालको विभाजन चहाँदैनन्।

बङ्गालको सत्तामा आफूलाई स्थापना गर्न ममता सरकारको कमजोरीहरूलाई निशाना बनाएर भाजपाले त्यतिबेलैदेखि आफ्नो रणनीति स्पष्ट गर्नथाल्यो। यहाँसम्म कि गोर्खाल्याण्ड आन्दोलन ममता सरकारले गोर्खाको ठीकसँग विकास गर्न नसेको एउटा नतिजा हो भन्दै गोर्खाल्याण्ड मुद्दालाई पनि उनीहरूले रणनीति अनुसार प्रयोग गरे। गोर्खाल्याण्डलाई एक विशेष समुदायको पहिचानसँग नजोडेर यसरी विकाससँग जोडेर अहलुवालियाले सदनमा उठाउँदा यहाँका जनता फेसबुकमा भिडियो सेयर गरिरहेका थिए। मुद्दालाई ठीकसँग सदनमा पेश गर्नको लागि भाजपाले कहिल्यै आफ्नो घटक दल मोर्चाबाट चाप महसूस गरेन।

बङ्गालको सत्तामा हक दावी गर्ने खेलमा ममता सरकार अनि भाजपाको दुश्मनीले गति समात्न थालेपछि भाजपाको एक घटक दल हुनुको नाताले मोर्चामाथि राज्यले दमन गर्नु जायज कुरा थियो। राज्य सरकारले जे गर्नुथियो सो गऱ्यो। मोर्चाले खप्नुपरिरहेको यस विकट परिस्थितिको पहल गर्न भाजपाले तर कुनै कदम लिन ठीक सम्झेन।

यसबीच जमिनमा आफ्नो पार्टीको साङ्गठानिक धरातल मजबुत गर्दै राज्य सरकार विमललाई च्यूत गर्ने अनेक तरिका अप्नाइरहेको थियो। विमलसँगै पहाडबाट भाजपाको पनि पत्ता साफ भएर जाने कुरामा राज्य पक्का थियो। पाँच सालको अवधिसम्म चलेको जिटिएमा भइरहेको धाँधलीतिर यसबीच राज्य सरकारको नजर पऱ्यो। सन् २०१७ को मई महिनातिर राज्यले जिटिएको अडिट गर्ने निर्णय लियो।

राज्य सरकारको यस कुटनीतिको फन्दामा परिसकेका विमलको लागि बाँच्ने कुनै उपाय थिएन। अचानक, बङ्गालको हरेक क्षेत्रमा बङ्गला भाषाको अनिवार्य रूपले पठनपाठन हुनुपर्छ भन्ने राज्य सरकारको एक गलत निर्णय विमलको लागि उम्किने एउटा बाटो साबित भइदियो।

कुनै पनि भाषामाथि यसप्रकारको अतिक्रमण हुँदा त्यसको जोडदार विरोध हुनु स्वाभाविक हो। दार्जिलिङमा पनि सामाजिक, राजनैतिक, शैक्षिक तप्काबाट यसको विरोध भयो। यस विरोधको दबावमा मिरिकको भ्रमणमा आएकी राज्यको मुख्यमन्त्री ममता ब्यानर्जीले सरकारले यस निर्णयलाई फिर्ता लिइसकेको आधिकारिक घोषणा समेत गर्न वाध्य बनिन्।

सरकारले आफ्नो निर्णय फिर्ता लिइसकेपछि विरोध गरिरहनुको के कुनै औचित्य हुन्छ? तपाईहरू सोंच्नुहोस्। तर त्यतिबेला ठीक यस्तै भयो।

विमललाई कुनै पनि हालतमा राज्यको जिटिए अडिट गर्ने फैसलामा रोक लगाउनु थियो। फलस्वरूप भाषामाथि अतिक्रमण गरेको भन्दै, मिरिकपछि भोलिपल्ट दार्जिलिङ आएर क्याबिनेटसँग बैठक गरिरहेकी ममता ब्यानर्जीविरूद्ध मोर्चाले भानु भवनअगाडि व्यापक जनसमुह भेला गऱ्यो। नाराबाजीले उग्र रूप लिँदै गएपछि प्रदर्शनकारीहरूमाथि पुलिसले अश्रुग्यास वर्षायो। प्रदर्शनकारीहरूले पुलिसमाथि पत्थरबाजी गरे। दार्जीलिङको केही ठाउँमा राज्य सरकारको सम्पत्ति नष्ट गरियो।

अगाडिबाटै भाषा अतिक्रमणको कारण राज्य विरूद्ध जङ्गिएको दार्जिलिङको हरेक तप्काको मान्छेको लागि यति हुन काफी थियो। भाषा अतिक्रमण विरूद्ध शुरू भएको त्यस आन्दोलनले गोर्खाल्याण्ड आन्दोलनको रूप लिन धेर बेर लागेन। विमलको कुटनीतिले गज्जबको काम गऱ्यो।

आफ्नो नीजि स्वार्थको लागि विमलले शुरू गरेको भएपनि धेरै हदसम्म गोर्खाहरूको लागि त्यो आन्दोलन ऐतिहासिक रूप लियो। १७ जून २०१७मा पुलिसद्वारा तीन आन्दोलनकारीहरूको हत्यापछि आन्दोलनले गति समात्न थाल्यो। पुलिस दमनबाट विक्षुब्ध मान्छे ज्यानको बाजी राखेर सडकमा आए। देशभित्रको मात्र होइन तर विश्वको हरेक ठाउँका गोर्खाहरूले आन्दोलनलाई नैतिक समर्थन दिइरहेका थिए। सामाजिक, राजनैतिक, साहित्यिक, बौद्धिक, हरेक वृत्तका मान्छे राज्यको यस दमनकारी नीति विरूद्ध आ-आफ्नो तरिकाले खडा भइरहेका थिए।

यसचोटि पनि आफ्नो नीजि राजनैतिक स्वार्थ भुलेर पहाडका अन्य राजनैतिक दल अगाडि आए अनि आपसी सहमतिमा एक साझा मञ्च बनाइयो। रणनीति सहित मञ्चले काम गर्न थालेपछि यसचोटि पनि मोर्चाले आफ्नो अस्तित्वको खतरा महसूस गर्नथाल्यो। अन्त्यमा विमलको पुरानो डाइलग आन्दोलनको सामुहिक नेतृत्वमाथि भारी भइदियो, ‘अल पार्टी च्याप्टर क्लोज।’

आन्दोलन चलिरहँदा पनि यता बिमलले भने आफ्नो गर्नु पर्ने विशेष काम भुलेका थिएनन्। नियोजित तरिकाले राज्यका हरेक दफ्तरहरूमाथि हमला गर्न लगाइयो। हमला गर्ने गुण्डाहरूको मुख्य निशाना ती दस्तावेज थिए जसको कारण आउने दिनहरूमा यदि जिटिए अडिट भइहाले आफूहरू उदाङ्गो हुन नपरोस्।

यस्तै हमला अनि व्यापक तोडफोडकै कारण मोर्चा नेतृत्वमाथि नयाँ नयाँ मुद्दा थोप्न पुलिसलाई सजिलो भयो। आन्दोलनलाई अगाडिबाट लिड गर्ने नेतृत्व अब पुलिसबाट बँच्न भूमिगत हुन वाध्य भए। दुलोभित्र पसेका ती आन्दोलनकारीहरूको घरमा पुलिसले व्यापक तोडफोड गऱ्यो। कतिको घरमा आगो झोसियो। परिवारपक्षले अनेक प्रताढना सहनपऱ्यो।

यतिबेला हरेक मान्छेको नजर केन्द्रतिर थियो। तर एक सय पाँच दिनसम्म लगातार चलेको आन्दोलनमाथि केन्द्रले कुनै हस्तक्षेप गरेन। गोर्खाल्याण्डको नाममा भोट जितेर जाने सांसद अहलुवालिया आन्दोलनमा मरेका आन्दोलनकारीहरूको परिवारलाई सहानुभुति दिन समेत पहाड चढेनन्। निखोज रहेको भन्दै रूष्ट जनताले उनीविरूद्ध दार्जिलिङको सदर थानामा प्राथमिकी धरी दर्ता गरे। तर गोर्खाल्याण्डको नाममा चुँ सम्म बोलेन केन्द्र।

भाजपा आफ्नो अडानमा स्पष्ट थियो। उनीहरूले यसचोटि पनि आफ्नो राजनैतिक रोटी सेक्ने मनसायले आन्दोलनलाई ममता सरकारको विफल्ता देखाउनमा प्रयोग गरे। भाजपाको लागि एउटा थोक भइदियो आन्दोलन।

युएपिएको सङ्गीन मुद्दा लागेपछि विमल पनि आफूलाई बँचाउन आन्दोलनलाई लथालिङ्ग छोडिराखेर भूमिगत भए। ‘अल पार्टी च्याप्टर क्लोज’ भनिसकेपछि साइड लागेका अन्य राजनैतिक दल आन्दोलनको बिँडो थाम्न फेरि अगाडि आउने आँट देखाउन सकेनन्। उल्टा शान्ती स्थापनाको लागि राज्यलाई चिट्ठी लेख्नतिर लागे।

तेह्रजनाको पुलिसद्वारा बर्बर हत्या अनि करिब पाँच हजार आन्दोलनकारीहरूको विस्थापनपछि यसरी फेरि तुहिनबाट बाँच्न सकेन आन्दोलन।

केन्द्रले हस्तक्षेप नगरेकै कारण आन्दोलन तुहिएपछि विस्तापित जीवन बिताइरहेका विमल गुरूङसँग सन् २०१९को आम चुनावको लागि वास्तवमा ठोस कुनै मुद्दा थिएन। उनलाई यतिन्जेल थाहा भइसकेको थियो, केन्द्रको लागि गोर्खाल्याण्ड भनेको फगत भोट बटुल्ने एउटा थोक हो। बङ्गालको सत्ता ताकिरहेको भाजपा गोर्खाल्याण्डको लागि कहिल्यै सिरियस हुन सक्दैन भन्ने कुरा यतिबेलासम्म उनले बुझिसकेका थिए।

यतिबेला पहाडमा आफ्नो अस्तित्व बनाइराख्न उनको लागि एक्का साबित भइदिए बिनय तामाङ अनि अनित थापा। आफ्नो नीजि राजनैतिक स्वार्थ भएपनि आन्दोलन लथालिङ्ग बनेपछि अन्य कुनै विकल्प नहुँदा पहाडमा शान्ति बहाली गर्न राज्य सरकारसँग सम्झौता गर्ने यी दुइ नेताहरूमाथि नियोजित तरिकाले ‘गद्दार’ को छवि निर्माण गरियो। आन्दोलन यी दुइकै कारण शिथिल बनेको हो भन्ने व्यापक भ्रम जनतामा फैलाउने काम भयो जबकि केन्द्रले हस्तक्षेप नगरेको कारण आन्दोलन तुहिनु एउटा कटुसत्य थियो।

आफ्नो राजनैतिक जमिनको लागि सङ्घर्ष गरिरहेका पहाडका कतिपय दलको आडमा विमलले भाजपालाई फेरि एकचोटि जिताएर पठाएपछि उनको एकमात्र आश केन्द्रतिर थियो। तर आफ्नो कार्यकालको दुइ साल बित्न लाग्दा पनि ‘गोर्खाल्याण्ड लिएरै आउँछु’ भनेर महाकाल बाबाको कसम खाएर जाने सांसद राजु विष्टले संसदको जिरो आवरमा मन्द आवाजमा कनीकुथी एकदुइ कुरा राख्न बाहेक केही गर्न सकेनन्। न नै विमल लगायत विस्तापित जीवन बिताइरहेका आन्दोलनकारीहरूको घर वापसी गर्न उनको सरकारले केही ठोस कदम चाल्यो।

यसबीच विमल-मोर्चा अनि पहाडका अन्य घटक दलहरूले पनि केन्द्रलाई मुद्दातिर इमान्दार हुन कुनै चाप सृजना गर्न सकेनन्। कुनै चाप सृजना नभई केन्द्रले केही गर्छ भन्ने सोंच बनाइराख्नु एक बाहियात कुरा हो।

पछिल्लो समय विमल गुरूङ बिना सर्त राज्य सरकारसँग मिलेर पहाड फर्कने कुरामाथि बातचित भइरहेको कुरा उत्तर-बङ्गालका कतिपय पत्रिकाले खुलासा गरेर छाप्यो। त्यसपछि ‘गोर्खाल्याण्ड सम्बन्धी मुद्दामाथि’ वैठक गर्ने भनेर गृहमन्त्रालयले यस महिनाको शुरूवातमा पठाएको पत्रमा विमलको झिनो आश अडेको थियो। तर दुइ दिनपछि सभाको विषय परिवर्तन भएर ‘गोर्खाल्याण्ड क्षेत्रिय प्रशासनमाथि’ भइदिएपछि विमलको केन्द्रमाथिको त्यो झिनो आश पनि एकाएक मरिगयो।

राज्य सरकार अगाडि लम्पसार बन्न तीन सालपछि हिज अचानक कलकत्ताको सल्ट लेकमा देखा परेका विमलको लागि केही प्रश्न छन् जसको उत्तर स्वयं उनको लागि चुनौति साबित हुनसक्छ।

आफ्नो जातिको स्वाभिमानको लागि कहिल्यै बङ्गालको अगाडि घुँडा टेक्दिन भन्ने विमलले अब के भनेर जनतालाई सफाया दिन्छन्?

विस्तापित जीवन बिताइरहेका आन्दोलनकारीलाई घर फर्काउनको लागि राज्य सरकारसँग सम्झौता गर्न वाध्य भएको भनेर एक्सक्यूज लिइरहेका विमलका कट्टर समर्थकहरूले बुझ्नुपर्ने कुरा, किन यति धेरै समय बितिसक्दा विमललाई यो कुरा सुझ्यो? सम्झौता गर्नु नैं थियो भने यति ढिलाई किन?

केन्द्र सरकारमाथिको सम्पूर्ण आश टुटेपछि विमलको लागि अब राजनीति गर्नको लागि अब के बाँकी रह्यो?

किनकि बङ्गाल सरकारसँग मिलेपछि उनले अलापिरहने गोर्खाल्याण्डको धुन अब जनतालाई मोहित गरिराख्न नाकाम साबित हुनेछन्।

पहाडमा राज्य सरकारसँग मिलेर काम गर्ने स्पेस उनीसँग छैन। कारण अनित अनि विनयले सो काम अगाडिबाट गरिरहेका छन् अनि जनतालाई विस्वासमा लिएर आफ्नो धरातल मजबुत गरिरहेका छन्। जुन विकट परिस्थितिमा विनय अनि अनित राज्य सरकारसँग सम्झौता गर्न आए त्यसलाई मध्यनजर गरेर के ममता ब्यानर्जीले अघिल्लो चोटिजस्तो पहाडको कमान विमललाई सुम्पिन्छिन्?

कुल मिलाएर हेर्नु हो भने, पहाडमा राजनीति गर्न विमलले आफ्नो लागि कुनै ठाउँ बाँकी राखेका छैनन्। थौरै जनसमर्थन बाँकी रहे पनि उनी अब अर्का सुवास घिसिङ अथवा अर्का छत्रे सुब्बा भइसकेका छन्। अर्थात उनको राजनैतिक अवसान भइसकेको छ।

“१० मार्च २०१० सम्ममा गोर्खाल्याण्ड ल्याईन भने म आफ्नै निधारमा गोली ठोक्नेछु।”

“म जहाँ रहेता पनि आफ्नो जाति, माटो र गोर्खाको आकांक्षा-गोर्खाल्याण्डको निम्ति लडीरहेको हुनेछु ।”

माथि उद्धृत वयानहरू पूर्व गोजमुमो सुप्रिमो, बंगाल सरकारद्वारा खेदिएका अौ भूमिगत बिमल गुरूङले छाती पिट्दै दिएका बयानहरू हुन् ।

पहाडमा आफ्नो वर्चस्व कायम रहँदाताका अनि भूमिगत हुँदाको समयहरूमा बिमल गुरूङले दिएका सैंकडौ, हजारौं यस्ता भावनात्मक अनि गोर्खा ह्रदयहरूमा क्रान्तिको अागो सल्काउने वयानहरूको संग्रह गर्नु हो भने एउटा किताब नै बन्ला।

एक कुशल वक्ता भई पहाड मात्र नभएर बंगाल सरकारसम्म थर्कमान गराउने बिमल गुरूङ तीन वर्षको भूमिगत जीवन पश्चात अचानक कलकत्तामा राज्य सरकारका अधिकारीहरूसंग अघोषित सभामा भाग लिएको खबर सुनेर पहाड, तराई अनि डुवर्सका जनता चकित भएका छन् ।

फेरि तत्कालै भाजपासंगको लामो समयको गठबन्धन टोडेर भाजपालाई सहयोग गर्दै अाएको दशक बित्दा सम्म गोर्खाहरूलाई कुनै राजनीतिक निकास प्रदान नगरेको गुनासो गर्दै अागामी २०२१ को विधानसभा चुनावमा तृणमूल सरकारलाई सहयोग गर्ने घोषणा गरेर जनतालाई अवाक बनाएको छ। फलस्वरूप सोसियल मिडियामा जनमानसले थरी थरीका प्रतिक्रिया पोखेका छन्।

गोर्खाल्याण्ड अान्दोलन २०१७ को जनपीडा

२०१७ को रक्तपातपूर्ण गोर्खाल्याण्ड अान्दोलनकोे नेतृत्व नायक बिमल गुरूङलाई जनताले अात्मादेखि नै साथ दिएको गवाही राष्ट्रले मात्र होईन संसारले पनि दिन नहिचकिच्याउला। बंगाल सरकारको अमानविय अत्याचार अनि दमनको पर्वाह नगरी सडकमा उत्रेका जनताले असह्य पीडा भोगेका थिए। लोकतान्त्रिक बिरोधमा उत्रेका जनतामाथि केन्द्रीय बल प्रयोग गर्दै जनताको संवैधानिक अधिकारको अावाजलाई राज्य सरकारले बलजफ्ती दबाएको निन्दनीय घटनाले जनताको मुटुलाई सियोले घोचे झैं अझै घोच्दछन्।
छुट्टै राज्यको सपना बोकेर ज्यानको बाजी लगाएर सडकमा होमिएका जनताले एतिहासिक १०४ दिनको बन्द समेतलाई अात्मसात गरी साझा अाकांक्षा गोर्खाल्याण्डको निम्ति भोक र तिर्खा बिर्सेका थिए।

संसारदेखि अलग थलग पार्दै बंगाल सरकारद्वारा थोपिएको जातिय उत्पीडनको खबर प्रचार प्रसारलाई रोक लगाउँदै बंगाल सरकारले जनताको अभिव्यक्तिको स्वतन्त्रता खोस्दै मौलिक अधिकार संचार माध्यमहरूलाई प्रतिबन्ध लगाएको अनुचित अनि निन्दनिय घटना जनताले शायदै भुल्लान्। शिलगडी देखि पहाडसम्मको खाध्यन्न अोसार पसार समेतमा प्रतिबन्ध लगाएर ममता सरकारले अमानवीयताको सीमा पार गरेको दिनहरूलाई भुल्ने गोर्खा जाति हुन सक्दैनन् ।

भाषिक अतिक्रमणको बिरूद्धबाट शुरू गरिएको अान्दोलनदेखि छुट्टै राज्य गोर्खाल्याण्डको अान्दोलन सम्म अाईपुग्दा अौ अान्दोलनले चरम सीमा पक्रिन्दासम्म के वृद्ध के वृद्धा, के वयस्क के युवा, के नर के नारी,के आस्था के धर्म, के जाति के समुदाय, समाजको विभिन्न क्षेत्रबाट सहयोग पुगेको अान्दोलन जनअान्दोलनमा परिणत हुँदा बंगालको सातो पुत्लो उडेको अवस्थाको महसुस राष्ट्रले पनि गरेका थिए। जसोसको बिरूद्धमा बंगालले कुटिल रणनीति अपनाउँदै अान्दोलनलाई असफल तुल्याउनको निम्ति गोर्खाल्याण्ड प्रेमी दाज्यू भाई दिदी बहिनीहरूको धरपकड, घर कुड्की शुरू गरे।

निर्ममता र बर्बरताको परकाष्ठा नाघ्दै अगणतान्त्रिक कार्वाहीको माध्यमले जनमानसलाई मर्नु न बाँच्नु बनाएका दिनहरू हिजै मात्र हो जस्तो लाग्छ। बंगालको आँखाको छारो बनेका गोजमुमोका कार्यकर्ता अनि अान्दोलनकारीहरू माथि झुटो मुद्धा दायर गर्दै ममता सरकारले लोकतान्त्रिक हतकंडा अपनाउँदै आतांकवादीको संज्ञा दिई सबैलाई जंगल पस्न बाध्य बनाए।

बेघर भई घर परिवार, समाज, नाता गोता, अामा बाऊ, दाज्यू भाई, दिदी बहिनी, स्वास्नी छोरा छोरी देखि टाडा भई हजारौं गोर्खाल्याण्ड अाकांक्षीहरूले भोगेका भौतिक अनि मानसिक पीडादायी भूमिगत जीवनको हिसाब किताब कसले गर्लान् त?

कार्वाहीमा बिमल गुरूङ, रोशन गिरी माथि सैंकडौं मामिला तेर्साउँदै भूमिगत जीवन बिताउँन पहाडबाट शिकारलाई खेदे जस्तै खेदी पठाएको यी महानुभावहरूले चट्टै भुले। नाकमा रगत नभएका यी जनताको सेवक भनौदाहरू गोर्खाल्याण्डको मुद्धालाई कलकत्ताको हुगली नदीमा बगाएर पहाड तराई अनि डुवर्सको सर्वाङ्गिन बिकास गर्न हेतु ममता सरकारले दिने राजनीतिक समाधान छातीमा भिरेर पहाड पस्ने तर्खरमा छन्। विडम्बना तड्पिन्दै मरेको दृश्य सायद जनता जनार्दनको आँखामा नाँच्दो हुन् ।

शहिदहरूको अपमान अनि जनता प्रतिको बिश्वासघात

२०१७ को अान्दोलनको कालो दिनहरूको स्मरण गर्दा अाँखामा झलझली रगतले लथपत रक्ताम्य लाशहरू अनि नाकमा सडकमा बगेका गोर्खे रगतको अालो बासना आउँदछन् । कोही युवा अवस्थाका कोहि बयस्क बिवाहित जसले माटो र जातिको निम्ति , पहिचानको निम्ति, छुट्टै राज्य गोर्खाल्याण्डको निम्ति संवैधानिक लडाईमा ज्यानको अाहूति दिए । ती १० जना शहीदहरूको मनमा छल कपट थिएन, स्वर्थ थिएन । उनीहरूको मनमा केवल उत्पीडन थियो। बंगाल सरकारको थिचोमिचो थियो। गोर्खा जाति प्रति गरिएको भेदभाव थियो। बंगाल सरकारको शोषणको घाऊहरू थियो। बंगाल सरकारको क्रूरता अनि अमानविय ब्यवहारको चोटहरू थियो। उनीहरू रहरले होईन करले लडाईमा होमिएका थिए जसको ह्रदयहरूमा उन्मुक्तिको उत्कट इच्छाहरू थियो।

स्वतन्त्रताको नौलो बिहानीको पर्खाई थियो। जीवनमा अभाव थियो। दुर्लभता थियो। भावी पीढीका निम्ति सजाएका सपनाहरू थियो।
कसैका परिवारले पति गुमाए। कसैका परिवारले पिता। छोरा गुमाए। दाज्यू भाई गुमाए। बाल बच्चाहरू टुहुरो भए।

शहिदहरूका परिवारहरूलाई बिचल्ली बनाएर बिमल गुरूङले अघोषित क्षेत्रबाट हरेक सहिद दिवसमा शहिदहरूको अाहूतिको सरहना गर्दै तिनीहरूको बलिदान खेरो जाने छैन भन्दै धूप घुमाएर श्रद्धाञ्जली चडाएको बिश्वलाई भिडियो मार्फत देखाए।

भावनात्मक अडियो सन्देश सुनाए। जनतालाई गोर्खाल्याण्ड प्रति ईमान्दर रहेको बिश्वास दिलाए।

वास्तविकता अनुमान लगाउँदा काँधमा अाएको अान्दोलनको बिफलताको भारी लुकाउन भूमिगत भैटोपलेको हो कि। राजनीतिमा अकल्पनीय खेलहरू खेल्छन्। जालहरू बुन्छन्। नत्र त हरेक बयानमा गोर्खाल्याण्डको सुगा रटाई रट्ने , पहाडमा बाघ झैं गर्जिने बिमल गुरूङ तीन वर्ष पछि भिजेको मुसो जस्तो
कलकत्तामा किन अचानक देखा परे? भाजपासंग गठबंधन तोड्नुको अर्थ गोर्खाहरूको हितमा छ भने कुन अाधारमा छ? त्यही बंगालको कम्युनिस्ट सरकारदेखि लिएर तृणमूल सरकार सम्म गोर्खाल्याण्डको बिरूद्धमा एउटै अडिगतामा चट्टान झैं खडा भएको जग जाहेर छ। भाजपासंग गठबन्धन तोडेर तृणमूलसंग हात मिलाउनुमा राज्य सरकारले थोपेको सैंकडौं कानुनी मुद्धाबाट उम्किनुमा बुद्धिमता ठानेर बिमल गुरूङले गोर्खाल्याण्ड मुद्धासंग सम्झौता गरेको हो त? हिजसम्म शहिदहरूको सम्झानामा बिव्हल बन्ने बिमल गुरूङले अाफू बाँच्ने स्वर्थमा बंगाल सरकारद्वारा गोली ठोकी निर्मम हत्या गरिएको शहिदहरूका अात्मालाई अपमान मात्र गरेनन् तर गोर्खाहरूको आकांक्षालाई समेत कुल्चेर जनतामाथि बिश्वासघात गरेको छ।

हिजसम्म जीटीएले गोर्खाहरूको आकांक्षा पूरा नगरेको भन्दै त्यसैको तिरस्कार गर्ने बिमल गुरूङलाई अाज कुन परिस्थितिले थुकेको थुक चाट्न बाध्य गरायो? हिजसम्म गोर्खाल्याण्डको वकालत गर्दै गोर्खाहरूलाई बंगालको शोषणबाट उन्मुक्ति दिलाउने अाफूलाई मसीह ठान्ने बिमल गुरूङ किन बंगालको अगाडि घुँडा टेके, अात्मसमर्पण गरे?

कुन परिस्थितीले हिज सम्म भाजपाले मात्र गोर्खाहरूको स्थायी राजनीतिक समाधान गर्न सक्छ भन्ने बिमल गुरूङले उनीहरू प्रति गुनासो गर्दै ममता सरकारले पहाडको मांगहरू पूरा गरेका छन् भन्न बाध्य गरायो? कुन हिसाबले बिमल गुरूङले ममता सरकारबाट राजनीतिक समाधानको अपेक्षा राखेका हुन् जब की जनताको जनादेशलाई कुल्चेर पहाडको प्रशासन माथि कब्जा गर्ने अलोकतान्त्रिक अनि अवैध ढंगमा जनताको अाकांक्षा बिपरित कार्य गरीरहेका छन्।

अाफ्नो जातिमाथि गरेको अत्याचार, दमन अनि अमानविय बर्बरतालाई पचाएर पहाडमा जनताले एक आँखाले पनि हेर्न नसक्ने तृणमूल कांग्रेसलाई बढावा दिने तत्पर्ता कस्ने बिमल गुरूङको ब्यक्तिगत स्वर्थ, जातिप्रति धूर्तता अनि कपटीपना उदांगो भएको छ। अाफ्नै पाखण्डीपना उजागर गर्दै “गोर्खाल्याण्ड मुद्धालाई हामी छोड्ने छैनौ” भन्दै लज्जासपद बयान दिनु कुन मुखले सकेको हो जब की जनतालाई ज्ञान भएकै कुरो हो की बिमल गुरूङको मुखबाट निस्केको बयान नबन्नामा लिखित पटकथा हो भनेर। यस्ता कठपुतली नेताले गोर्खा जातिलाई पार लगाउँछ भनेर ठान्नु र स्यालको सिङ पलाउनु एउटै कुरो हो । अाफ्नो स्वभिमान बेचेर अाफ्नो जाति र जनताको भावनासंग खेल्ने बिश्वासघाती नेतालाई स्वभिमानी गोर्खा जातिले तिरस्कार नगर्लान् र?

पहाडमा बर्चस्व गुमाई सकेको बिमल गुरूङले फेरि राजनीति गर्नलाई नयाँ अाधारशिला खडा गर्नु पर्छ तर जनताको एकमात्र आकांक्षा गोर्खाल्याण्डको नाम गरी राजनीति गर्ने अधिकार भने गुमाई सकेको छ । दुईमुखे नेतालाई अब उसो जनताले पत्याउने पनि छैन ।

स्मरण रहोस् बिमल गुरूङ अब जनताको निम्ति खोलामा हानेको ढुंगा बराबर हो। नरूचेको गाँस सरह भएको बिमल गुरूङ जनमानसको मानसपटलबाट हराएको बिषय बनी सकेको छ। जनताको आंकाक्षा-गोर्खाल्याण्डलाई पेवा बनाउने हिम्मत उनले कदाचित नगरे पनि हुन्छ। बंगालको खुट्टामा शिर झुकाई सकेको अनि गोर्खाल्याण्ड मुद्धालाई सम्झौता गरीसकेको व्यक्तिमा यसको नाम उच्चारण सम्म गर्ने नैतिक अधिकार छैन अब। बिमल मात्र नभएर जीटीए २ को बिक्री भएका बंगालको कठपुतलीहरूले पनि जनताको एउटै आकांक्षा गोर्खाल्याण्डको नाम गर्दै जनतालाई प्रलोभन देखाउने खेल बन्द गर्नु पर्छ। कारण जनताको मन मस्तिष्कमा गोर्खाल्याण्ड बाहेक अरू काम नलाग्ने ब्यवस्थाहरू छँदै छैन। गोर्खाल्याण्ड मुद्धा जनताको मुद्धा हो । यो मुद्धा कहिले ननिभ्ने मशाल हो। समय बलवान् छ। यही जनताबाट एकदिन यो आकांक्षा पूरा हुनेछ।

पहाडको राजनीतिक संकट

गोर्खाहरूको छुट्टै राज्य गोर्खाल्याण्डको मांग भारतको सबै भन्दा पुरानो मांग हो। हिलम्यान एसोसिएसन देखि लिएर सुवास घिसिङको हिंस्रक अान्दोलन अनि बिमल गुरूङको पालामा अाईपुग्दा सम्म पनि गोर्खाहरूले कुनै ठोस उपलब्धि हात पार्न सकेका छैनन्। ठूलो विडम्बना ।

केन्द्र र राज्य सरकारले गोर्खाहरूलाई दिएको ललीपप अर्ध स्वायत्त प्रशासनिक निकायले जनताको आाकांक्षा पूरा गर्न असफल भएको उदाहरणहरू हुन् दागोपाप अनि जीटीए १-२ जसलाई हाम्रा नेताहरूले बुद्धि नपुर्याई मोलभाव गरेका हुन् अथवा स्वर्थपूर्तिको निम्ति मात्र थापेका हुन्।

अपरिपक्व राजनीति गर्ने नेताहरूले जब सम्म जनताको आकांक्षालाई लत्याएर स्वर्थपूर्तिको राजनीति गर्छन् तब सम्म गोर्खाहरूको राजनीतिक संकटको हल अाकाशको फल नै हुनेछ ।
त्यसोसले, पहाडको कहिले अन्त नहुने राजनीतिक संकटलाई पूर्ण विराम लगाउनु हो भने गोर्खाहरूलाई एक सच्चरित्र , बुद्धिमानी, दूर्दर्शी, निर्भिक अनि ईमानदार नेता अौ उद्धारकर्ताको खाँचो छ जसले गोर्खा जातिलाई संघर्षबाट अनन्तकालसम्मलाई मुक्ति दिलाउनेछ।

पछिल्लो केही समय यता पहाडको राजनैतिक परिभेष संदिग्ध अवस्थामा छ । केही शंकास्पद, अलिकति मधुरो केही अपुग । यस्तो लाग्छ, स्थिति कुनै अज्ञात शक्तिको नियन्त्रणमा छ जहाँ पुनः एकपटक आशंकाहरु जुर्मुराएर उठ्ने तर्खरमा लागेका छन अनि नेता – जनता दुवै वास्तविकतासँग परिचित हुन डराइरहेछ ।

राजनीतिमा केही नभएर पनि जोडदारको चर्चा भने भइरहने ठाउँ हो दार्जिलिङ । अन्त – अन्ततिर पुगेपछि शुरुदेखी पहल गर्नु पर्छ भन्छ यहाँको राजनीतिले। नेताहरुद्वारा भइरहने अज्जब – गज्जबको बयानबाजीसँग जनता आश्वस्त छन् । यहाँ राजनीति हुँद्दामा हिड्छ डरले पनि अनि करले पनि । आज अन्कटारको कष्ट भोगेर भोलि बिर्सिदिन्छन मानौँ हिजो केही भएकै थिएन यसैकारण पनि यहाँ प्रश्नहरुले टाउको ठाडो पार्दैन बरु गुमनाम बनेर कुनै गल्लिको एकान्तमा एक्लै बर्बराई बस्छ, गनगन गरिबस्छ।

त्यसो त पहाडसँग जटिल, विकट र नितान्तै आवश्यक मुद्दाहरूको भरमार छन् जसको चर्चा पनि प्रायः नै भइरहन्छ तर निष्कर्ष सबै शून्य । नेताहरुलाई विश्वास छ मुल मुद्दाको समाधान भए अन्य झिनामसिना मुद्दाहरु आफै साम्य भएर जानेछ तर मुल मुद्दाको समाधान कहिले र कसरी गरिने उनिहरुसँग न जवाब छ न रणनीति ।

बढो चतुर्‍याइँसँग भाजपाले नाम दिएको छ ‘स्थायी राजनैतिक समाधान’। थाह छैन त्यो राजनैतिक समाधानको स्वरूप कस्तो हुनेछ अनि कतिसम्म क्षमतावान हुनेछ । यसले संवैधानिक अधिकारहरुलाई मान्यता दिन्छ कि दिँदैन चिन्हारीको संकटलाई सम्बोधन गर्छ कि गर्दैन, किन भने दागोपाप र जिटिए पनि पहाडको राजनैतिक उथलपुथललाई साम्य गरिने कोशिश नै थियो ।
दागोपापदेखी जिटिएसम्म आइपुग्दाको अनुभवलाई बटुलेर नेताहरु दावी गर्छन् ‘केन्द्र सरकारको स्थायी समाधान बंगालबाट छुट्टै कुनै व्यवस्था नै हो ।’ केन्द्रको संज्ञानमा आइसकेपछि अनि जब यो समाधानको भौगोलिक अवस्थान निर्क्योल गरिसकेपछि फेरि उनीहरु मुद्दालाई केलाउन, खोतल्न, निफन्न, जोखाना हेराउनमा किन व्यस्त छन यो कुरा अपच्य छ । चर्चा जहाँ र जुन स्तरमा हुनु पर्ने त्यो भइरहेको छैन अनि जे गरिन जरुरत छैन त्यो गरिरहँदा यि अन्योलपुर्ण गतिविधिआई सजिलैसँग डाइजेस्ट गर्न नसकिने कुरा पनि हो ।

कार्यप्रणाली चरणबद्ध तालिकामा कार्यन्वन भइरहेको देखिएको छैन । दिल्ली पुगिसकेको मुद्दालाई पहाड मै छलफल गरिबस्दा त्यो निष्कर्ष विहिन मात्र होइन सेलाएर पनि जाने सम्भावना हुन्छ । भाजपाको बन्द संकल्प पत्रभित्रबाट झिकाएर मुद्दालाई सदनको टेबलसम्म पुर्याउनुमा दिमाग र शक्ती खर्चिनु पर्ने हो न कि अन्य सन्दर्भहरुतर्फ ध्यान मोडेर मुल बिषयबाट विमुख भइरहनु पर्ने । स्थायी राजनीतिक समाधानको स्वरूप जे नै भए तापनि सर्वप्रथम यसको सार्वजनिकरण हुन जरुरी छ ।

गत लोकसभा चुनावपछिको यो समयलाई गोर्खाको लामो सघर्षको सन्दर्भमा धेरै अनुकुल पनि मान्न सकिन्छ । केन्द्रमा भाजपाको सरकार अनि सरकार बहुमतमा हुनु , क्षेत्रमा गोर्खा भाजपा सांसद अनि दार्जिलिङको विधायक भाजपाको हुनु , पहाडका प्राय जस्तो राजनैतिक दलहरुमा गठबन्धन अनि ती गठबन्धन भाजपाको घटक दलहरु हुनु , सम्भवत पहाडको पक्षमा यति सकारात्मक संकेत यो नै पहिलोपटक पनि हुनुपर्छ ।

अब प्रश्न उठ्छ, यति अनुकूल समयको सदुपयोग हुन किन सकिरहेको छैन ? स्टेयरिङ्ग कमिटी गठन हुन नसक्नुको कारण के हो?

गठबन्धनको धर्म पालन नगर्नुमा कुनै एक दललाई मात्र जिम्मेवार ठहर्याउन सकिन्दैन । चुनावको लगत्तै पश्चात गोरामुमोको भाका फेराई अनि गोजमुमोको ( बिमलपन्थी) आफुन्जे प्रवृतीले गठबन्धनका दुई टाउँके दलहरुको नैतिकतामा संदेह देखा परेको हो । जब दलहरु समुहमा बाँधिन्छन भने कुनै पनि मुद्दा स्वतः सामुहिक हुने कुरा हो । फरक मुद्दाको निम्ति फरक प्रतिक्रिया हुनु अस्वभाविक होइन तर जब सबै दलहरुको लक्ष एउटै हो भने यसमा फरक गतिविधिले आपस्तमा मनमुटाव सृजना गर्नु स्वभाविक हुन्छ जुन अनुशासनलाई प्रत्येक दलले ध्यानमा राख्नु अनिवार्य हुँदछ ।

गोर्खाको पक्षमा भाजपा सरकारको नीति संतोषजनक छैन यो कुरा विगतमा कैयौं पटक प्रष्ट भइसकेको छ । केन्द्रको कुटनैतिक जञ्जालमा बारम्बार फसिसकेको गोर्खाहरुलाई आफ्नो शासकीय चालमा लोल्याई राख्नुमा दिल्ली माहिर छ । आफ्नै चुनावी घोषण पत्रमा स्थायी राजनैतिक समाधान उल्लेख गर्ने भाजपाले जिटिएको रिभ्युको निम्ति वार्ता डाक्नु कुनै तकनिकी गडबडी वा अवस्थानको उचित जानकारी नभएर हो भन्ने सोच्नु हास्यास्पद सिवाय अरु केही होइन । देशको कुना-कुनामा गिद्दे नजर गाडेर बसेको भाजपा सरकारले दार्जिलिङको अवस्था भाप्नुमा कुनै गल्ती गर्न सक्दैन ।

‘स्थायी समाधान’ जस्तो रहस्यमयी नाममा नै केन्द्रको कुट्निती झल्कन्छ जहाँ एकातिर पहाडलाई थुम्थुम्याई राख्न सकियोस् अर्कोतिर बंगालको सिंहासनसम्म पुग्ने मार्गमा पनि कुनै बाधा उत्पन्न नहोस् ।

केन्द्रको यहीँ कुट्नितीलाई काट्न सक्ने रणनीतिको निर्माण आजको समयको मांग हो तर यसको ठिक विपरीत गठबन्धन दलहरु बीचका मनोमालिन्यता र दलहरुका असमर्थताले केन्द्रको यहीँ दुबिधालाई दुर गर्न सहयोग गरिरहेको छ भन्दा गलत हुने छैन ।

केन्द्रको संज्ञानमा आइसकेको मुद्दालाई अघि बढाउन स्टेयरिङ्ग कमिटी त्यो प्लेटफार्म पनि हो जहाँबाट सरकारलाई चाप दिन सके त्यो असरदार साबित हुन सक्छ । कमिटी गठन हुन नसक्नुमा अहिलेसम्म कुनै नेताले तथ्यपुर्ण कारण प्रस्तुत गर्न सकेको छैन ।

यो पनि हो कि मुद्दाको मामिलामा स्टेयरिङ्ग कमिटी एक मात्र औजार र अन्तिम विकल्प होइन तर आउने दिनहरुको निम्ति सर्वभारतिय स्तरमा एउटा विराट मन्चमा एकमुष्ट शक्ति जुटाउँने यो पहिलो र प्रभावकारी पहल हुन सक्छ ।

जनताको नजरमा आपस्तमा सहमती बनिनै नसक्ने बाध्यता कुनै पनि राजनैतिक दलहरुसँग छैन यदि कुनै कारण छ भने किन नेताहरूले आफू गठबन्धनमा रहेको दावी गरिरहेको छ ? आखिर गठबन्धनको चलखेल कुन र कस्तो शक्तिको नियन्त्रणमा छ ? अन्य विषय र कुराहरू खोतलेर मुल मुद्दाबाट जनताको ध्यान हटाउँने षड्यन्त्र भइरहेको हो त ? के यो सुनोयोजित षड्यन्त्र त होइन ? चुनाव अघि गरिएका बयान अनि आजको वास्तविकतामा आकाश पातलको फरक छ । पछिल्लो समयको गतिविधिले यहि इशारा गरिरहेछ कि यो जनताको आँखामा धुलो झोक्ने प्रयत्न होइन तर हाक्काहाक्की जनतालाई अन्धो बनाईने खेल हो ।

पहाड कुनै पार्टीको नीजि सम्पत्ति होइन । यो लोकतान्त्रिक भारत हो यहाँ कुनै पनि दलहरुले आफ्नो सामर्थ्य अनुसार प्रभुत्व विस्तार गर्न सक्छ । कुनै नयाँ दलहरुको संगठन विस्तारमाथी आपत्ति जताएर असुरक्षा बोधको परिचय दिनु भन्दा जनताको भरोसामा उतिर्ण हुने युक्ती खोज्नु पर्छ । राजनीति आफ्नो दमखम, सामर्थ्य र योग्यताले गरिने हो न कि अरुको कमजोरीमा आफ्नो शक्ति खोज्नु पर्ने ।

पहाडका कुनै पनि राजनैतिक दलहरुले आफ्नो पछिल्लो गल्तिहरुलाई सुधारेर अघि बड्नु पर्नेछ । एकातिर केन्द्र अर्कोतिर राज्य दुई जन्डा कुट्निकार, दुई महाशक्तिहरु, दुवैले पहाडलाई मोहोराको रुपमा प्रयोग गर्न चहाने, दुवै पहाडमा जतिसक्दो दमननितीद्वारा शान्ति कायम राख्न चहानेहरु हुन र यस्ता विपरीत महाशक्तिसँग भिड्न आफूसँग रणनीति नभए पहाड र गोर्खाहरुले न्याय पाउँन असम्भव छ ।

मुस्किल यसकारण मात्र होइन कि गठबन्धनभित्र नेतृत्व दिन सक्ने सशक्तता शून्य प्रायः छ जुन कुरा पछिल्लो समयमा पहाडले भोगिसकेको हो तर आज मुस्किलको एउटा कारण पहाडको क्षेत्रीय प्रशासन मुद्दासँग सम्मिलित नहुनु पनि हो । पहाडको शक्ति क्षेत्रीय सत्तामा निहित हुन्छ र अहिले सबैभन्दा वृहत शक्तिको स्रोत नै मुलधारदेखि अलग हुनाले मुल मुद्दाको निम्ती सम्पुर्ण गोर्खे शक्ति एकत्रित हुन सकेको छैन । राज्यसँग मिलेर पहाडको विकास हुन सक्छ तर जातिको उद्दार हुन सक्दैन ।

बंगाल सरकारकै शरणमा बसेर मुद्दासँग छौँ भनेर यदि कसैले भन्छ भने त्यो वाहियात लाग्न सक्छ । यहाँको वर्तमान सत्ता जतिसक्दो कुनै पनि अन्य व्यवस्था अथवा केन्द्रको सुधार प्रक्रिया पहाड नभित्रीउन भन्ने पक्षमा छन् । यदि कुनै अन्य दल हुनु हो भने पनि त्यो दलको स्तर यहाँबाट माथी उठ्ने अपेक्षा बेकार जान्थ्यो । मुद्दाको अवस्था सुध्रिनु नसक्नुको मुख्य कारण दलहरुको यहि स्वार्थपरक सत्तामुखी सोच हो ।

The proposed 7^th of August meeting, called by union Home Ministry to “review the issues related to Gorkhaland Territorial Administration” has got the political temperatures soaring in the Darjeeling hills, Terai and Dooars. While some see this as an attempt by the Bharatiya Janata Party to gain some political mileage prior to the upcoming 2021 West Bengal Legislative Assembly elections, others see it as an attempt to impose or reintroduce Gorkhaland Territorial Administration once again. Some are blaming Bimal Gurung, some BJP, some Raju Bista and some have even gone to the extent of seeing a conspiracy in the recent visit to Delhi by GNLF chief Mann Ghising and the timing of this announcement by the Union Home Ministry.

All arguments are valid, and invalid at the same time.

Valid, mostly because it relates to every individual’s freedom of speech, which I hold sacrosanct, and invalid because most of what is going around is pure speculation and nothing else. So here’s my two bit on the issue and what I think the letter was meant to be and what it will not be.

Amit Shah – the overlooked

Among the many Home Ministers of present and past, Amit Shah stands among one of the most powerful and influential. Although it’s too early to judge his tenure, but many in the national political arena have started to equate his term so far with that of the great Sardar Ballabh Bhai Patel, and with good reasons. The decisiveness with which Modi 2.0 has moved forward on various issues concerning our nation for long, almost makes it appear that Amit Shah is in a hurry.  Repealing of Article 370, introducing Citizenship Amendment Act (CAA), introduction of the Muslim Women (Protection of Rights on Marriage) Act, 2019 banning triple talaq, resolution to Bodoland issue and many minor and major bills introduced by the government in the past one year, all have trademark Amit Shah seal in them.

What I feel is that, anyone taking this invitation lightly, should study how abrogation of Article 370 to bifurcation of Jammu and Kashmir into two Union Territories of J&K and Ladhak actually happened.

The end result is apparent to many, but it took years of planning and patience for the Union Government to pull this through. I’d advise those interested to look into some aspects of it – despite being their ideological opposite, why did BJP formed an alliance with PDP in J&K? What was the significance of the then Governor of J&K state giving his accent to the application of the 103^rd Constitutional Amendment 2019 to J&K, and how it eventually turned out, was just a platform to enable the Governor to later agree on behalf of the people of J&K to the abrogation of Article 370.

In India today, no one plays the long game better than Amit Shah.

So an invitation form the Home Ministry, no matter how insignificant it may seem, should not be taken very lightly.

The Beginning of the End

I think, I must have been in class 12 when someone gifted me a t-shit, which read, “everybody wants to go to heaven, but nobody wants to die.” Same is the case with most of our politicians who apparently want “Gorkhaland”. Today, GJM, GNLF, GTA2 administrators and everyone and sundry are claiming that “we will not accept any invitation for talks to GTA, we will only attend talks for Gorkhaland”. Well it’s like saying, what my t-shirt said, “I want to go to heaven, but I don’t want to die”.

After a hard fought andolan of 4-years from 2007 to 2011, finally the Gorkhaland Territorial Administration Agreement was signed between the Center, WB Govt and GJM representatives. The invitation, specifically to GJM is clearly for the resumption of the dialogue from where the center had left it in 2011. The File Number at the top of the letter, F.NO. 12013/01/2011-SR is a dead giveaway. In probability the invitation wasn’t sent to other political parties, as they were not a part of the GTA Agreement. I don’t think it had anything to do with the recent GJM representatives meeting the Home Minister or the GNLF representatives meeting the top echelons of BJP leadership.

The review of GTA would undoubtedly reveal how ineffective, corrupt and useless this semi-autonomous body has been. It would also reveal, how this body has totally and completely failed to fulfill the aspirations of the people from our region. After due review, chances were the Center being one of the signatories would call for GTA’s dissolution, as it has failed in all fronts, thus naturally paving a way for the talks to Permanent Political Solution.

But no, no one wants to attend this meeting.

So the Gorkhaland Territorial Administration performance, effectiveness and finances won’t be reviewed, at least for now. Our politicians all seem eager to reach the destination, but without starting the journey.

Basic Talks

I guess, our politicians should owe up to their mistakes, and admit that what they have sought with the center the fabled “tripartite talks” will have to begin from the Gorkhaland Territorial Administration agreement of 2011. This is because that is what had been signed upon, so for the Center GTA will continue to remain the starting point for any future discussions, as long as it’s tripartite in nature. West Bengal government is in no mood to attend any talks what so ever, regarding Darjeeling and involving Centre. So asking for “tripartite talks” itself is wrong.

What our politicians should have instead demanded for is “bipartite talks” – simple and straight forward. Talks between Centre and the Gorkha representatives concerning the demand for Gorkhaland state, or Permanent Political Solution for Darjeeling hills, Terai and Dooars.

Article 3 of our Constitution, makes the Central Government the sole authority over division and realigning of state. More often than not, state governments will always oppose division of the existing state, because it will divide the resources and the power sphere of the state and its politicians. There is a reason why the Doordarshan shut down broadcast of Parliamentary proceedings on the day voting for Telangana state was to take place. Most leaders from Andhra Pradesh were opposed to the formation of Telangana state. But that did not stop Indian National Congress from going ahead with the bifurcation of the state, despite stiff resistance from majority of the AP Congress leaders.

Similarly for Gorkhaland too, the decision has to be taken by the Center, so I don’t see any point in demanding “tripartite talks,” as WB State will never agree or consent to any parallel administrative set up be it a new State, UT or some other arrangement for our region. The demand should be for “Bipartite talks” and Center should be compelled to take a decisive action, in the greater interest of nation building.

Bureaucratic Gaffe

Politicians, even if they are of Amit Shah’s stature do rely on bureaucrats for information, ideas and processes. This time around, whoever sent that GTA Review letter seems to have ignored the previous communications in this regard.

Responding to an RTI query on why the Govt of India was not conducting a “tripartite meeting” to resolve the Gorkhaland impasse, on the 9^th August, 2018 itself one Mr. Krishna Kumar, Deputy Secretary of CS Division under the Home Ministry had responded,

 “… the Govt of West Bengal vide letter dated 10.11.2017 replied that the GTA was one of the prime agencies for development and infrastructure work in the hill areas. The members of the earlier elected body had resigne in the month of July. The State Government as an interim measure reactivated this body by nominating some members. In absence of elected members in the GTA, the Govt of West Bengal is of the view that it is neither desirable nor even appropriate to hold tripartite talks at this stage. The proposal may be kept in abeyance for the time being,”

So, had the current JS Union Home Ministry done his research proper, s/he would have come to know that review meeting of GTA was not possible, as it did not have any elected members, and they should have informed the Home Minister prior to sending out the invitation.

So for me, the letter that was sent out was just another example of bureaucratic laziness, they should have done their homework proper.

They didn’t.

What Next?

Well, I don’t know about others, but this incident has given me hope. It has exemplified that the Centre is willing to talk over and discuss issues relating to Darjeeling.

You may disagree with me, but dig this, those who see this invitation as a BJP manoeuvre for political reasons alone haven’t thought it through. Because let’s accept it, as far as West Bengal politics is concerned, we are political not as significant as we like to believe. In a house of 294 MLAs, Gorkhas can influence 16 seats from Darjeeling hills, Terai and Dooars, that’s indeed a lot, but not as much as losing those other 278 seats where anti-Gorkhaland sentiments are strong. Truth be told, BJP is set to gain much more if they turn a blind eye and deaf ears to the plight of Gorkhas in Bengal. But the fact they haven’t done so, tells a story in itself.

I believe, the Union Home Ministry will do well to rescind this invite for official level talks to discuss and review GTA related issue. Rather, they should focus on calling for Political Dialogue with the proponents of Gorkahland statehood, and work towards finding a Permanent Political Solution – be it a new state of Gorkhaland or a Union Territory.

Political talks will give certain degree of immunity to those who are currently underground, and will also help in bring about the much needed honesty and sincerity in dealing with the perennial political problems. afflicting our region.

Hence, all eyes are now fixed on how the Union government moves forward with finding a permanent political solution to the long-pending demand for a separate state Gorkhaland – comprising of Darjeeling hills, Terai and Dooars. Many sceptics thought are concerned, will they make any move at all.

From what I have seen so far, NDA II government is in no mood to miss out on the opportunities provided by the historic mandate they received, and the responsibilities that come with it.

Civilisational and legacy issues

A year ago, no one would have believed if you told them the government was planning to do away with Article 370 and Article 35A. Article 370 underpinned Article 35A of the Indian Constitution, which empowered the Jammu and Kashmir state’s legislature to define “permanent residents” of the state and provide special rights and privileges to those permanent residents.

This law though seemingly protective of the people from Jammu & Kashmir was by very nature highly discriminatory and exploitative. This law permitted unequal rights for the citizens of the state – men had more rights over women, Kashmiris of Gorkha and Balmiki (SC) origin were discriminated against and treated as second-class citizens.

Taking the bull by its proverbial horn, the Union government did away with the Presidential declaration which had permitted Article 35A to become a law. The division of Jammu & Kashmir State into two separate administrative units – Union Territories of Ladakh and J&K, opens up a wide range of possibilities. Most important of all being the reunion of Pakistan Occupied Kashmir region of Gilgit-Baltistan with our nation.

Another important decision taken by the government was the passing of Muslim Women (Protection of Rights on Marriage) Bill 2019 which makes ‘triple talaq’ illegal. While the NDA government held that talaq-e-biddat or instantaneous talaq, as a practice discriminates against women, and thus needs to be criminalised, the Opposition argued that it impinged on the religious freedom of the Muslim community bestowed in Article 25 and 26 of the Indian Constitution. Despite the opposition, the government went ahead and the bill was passed by Parliament as a law on July 30, 2019, to make instant ‘triple talaq’ a criminal offence.

Focusing on financial reforms, the government announced the merger of 10 state-owned banks to form four large banks. The move was aimed at providing relief to banks from rising NPAs and better banking facilities to consumers.

Peaceful resolution of Bodoland demand and Bru refugee case, issues that had remained unaddressed for generations, shows the commitment of the government to resolve all civilisational and legacy issues that have plagued our nation.

Among those legacy issues this government has tackled are the updating of National Register of Citizens in Assam and the granting of citizenship rights to persecuted minority refugees from Pakistan, Bangladesh and Afghanistan.

NRC and CAA – blues and greys

When the Supreme Court of India instructed the Union government to update the National Register of Citizens for the state of Assam under its monitoring in 2013, not many knew what would be its consequences. The final updated NRC for Assam published on August 31, 2019, contains over 3.1 crore names out of its population of 33 million or 3.3 crores, leaving out 19 lakh applicants. It is alleged that the majority among them are Hindu refugees/immigrants from Bangladesh, and also substantial number Gorkhas.

The day NRC list in Assam was published, Bharatiya Gorkha Parisangh (BGP) – a quasi-political organisation – claimed: “over one lakh Gorkhas have been left out of NRC roll”. Despite no official substantiation of the figures, even by Bharatiya Gorkha Parisangh themselves till date, this number has caught popular fancy. “One lakh Gorkhas have been left out,” has been repeated so often by BGP, TMC, and Binay-Anit faction that by now everyone takes it to be gospel, though I have my doubts.

NRC process as implemented in Assam under the supervision of Supreme Court was imperfect, and there is no doubt that a large number of genuine Indian citizens have been left out of the NRC, but over the course of time, I am certain all kinks will be resolved.

CAA and the politics of fear

Following the passage of Citizenship (Amendment) Act (CAA), 2019, Assam was the first state where protests began. A majority of the Assamese citizens feared that 1.9 lakh whose names have been left out of the NRC will be settled in Assam itself. Gradually this fear spread across Northeast and the government had to clarify they won’t be settled in any parts of Northeast.

In Darjeeling region, this alleged figure of Gorkhas being left out from NRC in Assam has been used as the prime tool for fear-mongering among the Gorkha populace and used as a political agenda by all those who are opposed to BJP. On one hand, TMC-backed Development Board members are protesting against “racist CAA law which discriminates against Muslims”, on the other, TMC-backed Binay-Anit faction are protesting against the fear that “NRC rejects from Assam will be settled in Darjeeling hills, Terai and Dooars”.

Their fears are well-founded though, as West Bengal chief minister Mamata Banerjee has time and again said “anyone who is displaced due to NRC will be settled in Bengal,” and our region is the most likely place she may settle additional refugees in. As a remedy, they have demanded Inner Line Permit (ILP) to be implemented in our region.

Gorkha National Liberation Front (GNLF), one of the BJP allies, has demanded that our region be included under the Sixth Schedule of our Constitution so that “the region is protected from a fresh wave of immigrants”.

Amidst this, the government announced the signing of a new peace treaty with the Bodo-groups that were on the frontline of armed struggle for a separate state of Bodoland on January 27, 2020. Once the terms of the agreement became public, someone whose opinion I highly regard tweeted, “What a joke on Bodo people by BJP! The Bodos are seeking their own state and not an administrative arrangement within Assam. The govt is clearly & openly cheating the Bodos of Assam.” [sic]

GTA vs Bodoland Territorial Council

The GTA agreement signed in 2011 mentions the “setting up of an autonomous body empowered with administrative, financial and executive powers in regard to various subjects to be transferred to the said body for the development of the region and restoration of peace and normalcy there.” The Bodoland agreement reads, “The process of BTC to have more legislative, executive and administrative and financial powers in respect of additional subjects as enumerated at Annex – I within 90 days.” It includes issues relating to electrification and energy, the welfare of minority communities, trade and commerce, MSME, education, etc, in addition to the existing lists of legislative autonomy already granted to the BTAD under Sixth Schedule of our constitution.

My reading and understanding of the Bodo Agreement show that the Bodos are getting Gorkhaland Territorial Administration (GTA) like to set up, with legislative powers added in. This could be a game-changer, though.

As well-meaning as GTA agreement was, the West Bengal government under Mamata Banerjee absolutely refused to allow it to function to its full potential. There was no administrative or functional autonomy, and almost all the departments that were to be transferred to GTA were never transferred in spirit. Every dotting the I’s and crossing the t’s had to be approved by Nabanna, and while the elected representatives of GTA were left with lots of responsibilities and public expectations, the actual powers rested with the office of the district magistrate. Also, GTA never had any legislative power. So, it never went on to fulfil the aspirations of the people from our region.

Gorkhaland – the possibilities

Given how NDA 2.0 has been proactive in tackling issues of national importance one by one, it is a foregone conclusion that they will take up the issues concerning finding a permanent political solution to the long-pending demands of the people from Darjeeling hills, Terai and Dooars in the coming days. All indications hint at a possible settlement post-2021 Bengal elections.

However, the Union government shouldn’t seek to wrap up the Gorkhaland issue as they did with Bodoland issue. The Bodos do not suffer from an identity crisis, and their main bone of contention has been effective protection and recognition of Bodo people as a separate indigenous entity in Assam. Whereas the Gorkhas suffer from a grave crisis of identity, whereby we have always been viewed with suspicion by others. Whenever we have asked for our rights, the West Bengal government has blatantly labelled us as “foreigners, terrorists and outsiders”.

The people here expect NDA II government to take decisive action on Gorkhaland statehood issue. Instead of more power to semi-autonomous bodies like DGHC or GTA, the government should seek to either form Gorkhaland state or the Union Territory of Gorkhaland and nothing less.

Personally, given the sensitive border zone that our place is, I’d prefer a Union Territory for our region. Already enough blood has been shed over the Gorkhaland issue, and NDA II government is well poised to take a historic decision that will ensure long-term safety and security of the vulnerable ‘chicken’s neck’ region of our nation.

As a friend of mine was reminding me the other day: “A stitch in time, can save nine”.
