<p>We are sad to report the death of a dynamic young entrepreneur Deoraj Gurung owner of Kalimpong Express Restaurant, Safdarjung, <a href="https://thedarjeelingchronicle.com/tag/delhi" target="_blank" rel="noreferrer noopener">Delhi</a>.</p>



<p>He was always there for serving the community, IGP Robin Hibu of Delhi Police who is also the patron of all folks from North East in Delhi and mentor of NGO Helping Hand has announced a scholarship and Gold Medal in his name.</p>



<p>In a public message, IGP Hibu said, &#8220;Late Deoraj Gurung, young entrepreneur, samaritan, who died due to covid in Holy Angel Hospital has been consigned to flame today. To me, he was a pious soul, who wanted to make this world a better place to live… [I] will never forget his selfless contributions during the pandemic lockdown in 2020. He was the Incharge of Helping Hands Ration Control Room 24/7, which was responsible for the collation of all ration seekers from northeast states including Gorkhas stranded in Delhi and other cities of India through our robust daily rations distribution in Delhi NCR and arranging rations for stranded NE folks through our &#8216; Connecting the dots &#8216; scheme all over India. We could provide rations including pads for more than 1 lakhs needy NE people all over India.&#8221;</p>



<p>Remembering his contribution towards the greater North East society, IGP Hibu said, &#8220;Deoraj also hosted a first pioneering meeting for setting up North East Chamber of Commerce for the empowerment of NE entrepreneurs in cities at his Safdarjung Hotel, his soft-spoken caring hospitality was superb, he even contributed his hard-earned money for rations for stranded NE people during the lockdown.&#8221;</p>



<p>&#8220;To keep his memory alive forever, Helping Hands will institute UPSC SCHOLARSHIP every year and will name it as Deoraj Gurung UPSC Scholarship for Gorkhas from Darjeeling. Will also institute Award in his name &#8211; Deoraj Gurung Samaritan Gold Medal for social worker every year for indelible social works for North East people including Gorkhas,&#8221; IGP Hibu has said.</p>



<p>Sharing his personal grief, IGP Hibu said, &#8220;Deoraj Gurung was exceptional Gorkha, who left an indelible mark by touching others heart through his social works. To others, he may be just another Gorkha youth, but to me, Deoraj was an epitome of true a Gorkha man &#8211; pious, helpful, hardworking and above all loyal till death.&#8221;</p>

<p>For people from the Northeast and Darjeeling regions living in Delhi/NCR, it is most likely that they have the contact number of Robin Hibu, IPS and <a href="https://thedarjeelingchronicle.com/congratulations-robin-hibu/" target="_blank" rel="noreferrer noopener">Special Commissioner at Delhi Police</a> in their phones, if not in the easy-dial option. During any emergency, there are more chances that someone from the Office of Robin Hibu will reach out to you faster than your closest friends or even family. A true son of the soil, and a Gorkhey by heart and spirit, Robin Hibu has been a guardian, father, and a brother to thousands of students and people from Northeast and Gorkhas living in Delhi/NCR.</p>



<h2 class="wp-block-heading"><strong>The COVID Lockdown</strong></h2>



<p>When the COVID pandemic set its foot in our country, our country was quick to get into a state of breathlessness and we locked ourselves up. Businesses were close, schools, colleges, offices were shut down, and we were gripped by the scare of Corona. The country is still in chaos and our ways around our lives have changed. But still, we have created a space to breathe even while being in the clutch of the deadly virus. We have learnt to live with it and accepted that the fear may be serious, but having the world and our lives to stop is way scarier. We have learnt to trade our fear with two squares of meal and pretend that things are normal. In fact, in the ‘new normal’, the increasing number of infections no longer scares us. With a mask over our face and a bottle of sanitizer in the pocket, life keeps moving on.</p>

<p>But, things weren’t the same when the pandemic hit us. When we think about the chaos prevailing during the initial weeks of lockdown, it still feels unreal and something that never happened. Migrant workers, students, and families who live along the margins were seriously affected. People had no choice but to look up and hope that someone would extend a helping hand so that they could be secure about their morsels of food for the next few days.</p>



<p>Amidst such crisis, one person emerged as a beacon and a leading light who made sure that help was extended to lacs of families in Delhi and across the country, mainly for those from Northeast, including Darjeeling and Sikkim. And yes, it couldn’t be anyone else leading the charge, but Robin Hibu IPS, Special Commissioner at Delhi Police, a faithful servant to the country, and a friend in need.</p>



<h2 class="wp-block-heading"><strong>Helping Hands</strong></h2>



<p>As soon as the news about the distress caused by COVID lockdown to stranded people from Northeast in Delhi began to surface, Robin Hibu’s social initiative, ‘<a href="https://thedarjeelingchronicle.com/helping-hands-scholarships-poor-ne-undergraduates-delhi/" target="_blank" rel="noreferrer noopener">Helping Hands</a>’, through the contributions of its members and donors immediately got into action. The ‘Helping Hands’ team set up a helpline so people could reach out to them for any help or assistance. Anyone from the Northeast, including Darjeeling region, could reach for help if they were in need of food, medicines, and other essentials.</p>

<p>Prior to this, the ‘Helping Hands’ team frequently organised various service drives like blood donation camps, free civil services coaching to the needy aspirants, and other social initiatives for people from the North East. But the real metal of the group was tested when the COVID lockdown started spreading the chaos and destruction.</p>



<p>Taking the lead, Robin Hibu used his one month salary to help people in need. Graually, this initiative went on to develop as one of the biggest initiatives undertaken Helping Hand. Various individuals and groups came together to lend their support in the noble endeavour.</p>



<p>Volunteers and Delhi Police personnel chipped in to support the initiative and took charge of running the helpline, mobilising support, and distributing relief materials. Yogchen Lama from Delhi Police, who originally is from Mirik in Darjeeling, and a member of Helping Hands, Deoraj Gurung from NECC, and Rajen Chhetry played a crucial role through the operation. The effort was also supported by people and organisation who believed in the idea. Various other organizations like the Northeast Chamber of Commerce and many other individuals, including Darjeeling MP <a href="https://www.rajubistabjp.com/" target="_blank" rel="noreferrer noopener">Raju Bista</a> pitched in to help in this noble initiative.</p>



<p>Slowly, the initiative started spreading outside Delhi and across other communities. Till now, the group has distributed ration to more than 1,60,000 families. Helping Hands was perhaps the first initiative to address the plight of the struggling families from the Northeast, Darjeeling, and Sikkim region when there was no one to help them.</p>



<h2 class="wp-block-heading"><strong>The Man who understood the pain</strong></h2>



<p>The story of Robin Hibu is inspiring and the fact that he himself has made his way through poverty and struggle has allowed him to understand the pains and troubles of those in need. His memories of being educated by a single teacher till class 8 for all the subjects are never fading away. He would walk kilometres everyday to school and also help his family with the household chores. His willingness and determination to get himself out of the situation he was born in, inspired him to work hard relentlessly and he rose to be one of the brightest students in his entire district.</p>



<p>Later, he joined JNU for higher education from where he completed his MA in Sociology. It was during his stay in Delhi that he came across the situation that the North East people were facing. It was right then that he resolved that he would go on to take a stand against it. His commitment led him to work relentlessly for the IPS examination. He fulfilled his commitment when he was posted as the Nodal Officer of the Special Cell for North East People in Delhi. His passion to serve the people only went up exponentially since then and he has never looked back.</p>



<p>Not one to forget his roots, Hibu has also built a library and a small clinic at his village in Arunanchal Pradesh. The Mahatma Gandhi Library today has over 22,000 books donated by Rashtrapati Bhawan.</p>



<p>Robin Hibu’s crackdown against racist attacks and crimes against Northeast people, including the Gorkhas, in Delhi, as the Nodal officer of the Special Cell is well known to all. But even after being released of his responsibilities from the Cell after getting promoted, he didn’t step back from serving the people in his own capacity. In his attempt to share the burden of his fellow people, he convened some like minded people to a common platform where they could extend help to whoever may need. Thus, an organisation by the name “Helping Hand” was born under his initiative, supported by numerous volunteers of Northeast and the North East Chamber of Commerce.</p>



<h2 class="wp-block-heading">Robin Hibu: <strong>The Gorkhey Heart</strong></h2>



<p>Robin Hibu, through his entire tenure, has never treated Gorkhas differently from the people of Northeast. It was him, who included the Gorkhas in the Special Cell for Northeast in Delhi, even when there were technical constraints. He has always loved and supported the Gorkhas as he has done to any other Northeast person. In an interview with TheDC, he spoke about his attachment to the Gorkhas and also expressed his concerns about the problems that they have been facing.</p>



<p>He said that his love for the Gorkhas was born way back during his school and college days, when he had found loving and loyal friends from the community. He expressed how he has been in touch with the Gorkhas for as long as he remembers and how closely he understands their problems. Not speaking politically, he stressed that the Gorkhas didn’t have any guardian figure in the Capital and that even though the community has produced many able and successful people, the community as a whole has no one to look forward to, at least in Delhi. This is where he thought he needed to fill the Vacuum. He understood the problems that the Gorkhas faced, so he also had to stand and fight for them.</p>



<p>In his own words, he says, “I have special care and love for the Gorkhas and that will remain till my last breath. I attend all the Gorkha events and try interacting with as many Gorkha youths as possible. In my last life, I must have been a Gorkha.”</p>



<p>He also stressed the importance of a Pan India Gorkha Organisation, the need for a Gorkha Bhawan in Delhi and also the need for preserving the culture and education. The efforts that Robin Hibu has put in his effort to fill the gap between what govt provides and what the community needs on his personal capacity and also through the group Helping Hands is beyond appreciation. He has truly emerged as a hero and a role model for the youth of today from our region. We wish more power and success in serving those in need.</p>

<p>“Bright NE Youth should get out of Civil Services obsession,” says <a href="https://www.thebetterindia.com/188625/arunachal-first-ips-officer-hero-fights-racism-delhi-northeast-india/" target="_blank" rel="noreferrer noopener">Robin Hibu</a>, IPS, <a href="https://thedarjeelingchronicle.com/congratulations-robin-hibu/" target="_blank" rel="noreferrer noopener">Special Commissioner</a>, Delhi Police, expressing concerns over the obsession of the creamy layer of brains from the Northeast into Civil services. He opined how they should get out of the trap and rather focus on cultivating an entrepreneurial environment.</p>



<p>He says, “Best and brightest NE youth need to wean them away from the obsession of IAS/ IPS/IFS/state CS officers. New goldmine is in the entrepreneurial world. NE Pioneers in entrepreneurship amidst tough milieu.</p>

<p>To me, the promising Northeast Entrepreneurs are heroes, achievers &amp; role models for New India and the New NE, far ahead in overall societal contribution than those successful IAS/ IPS/ IFS. Unfortunately, I find our youth going crazy for British era <a href="https://thedarjeelingchronicle.com/darjeeling-girl-selected-for-one-year-upsc-coaching-scholarship/" target="_blank" rel="noreferrer noopener">Civil Services</a> (now UPSC examinations) that were designed with the main motto to collect taxes and to keep the citizen under control during their rule. The Civil Services are dreamy and ideally ‘powerful&#8217; career option for middle-class small towns / remote rural/ tribal areas, where they see young DCs and SSPs in their initial stage of life.<br>It is, however, to be understood that the brightest youths from developed states like Gujarat, Maharashtra, Kerala, Punjab, Karnataka, Tamil Nadu do not aspire for UPSC examination. They mostly choose to go for IITs and IIMs to later get placed in the best giant companies of the world and further later they go for startups of their own volition.</p>



<p>My short stint as IGP in Gujarat during elections exposed me to the truth of this phenomenon. Even in my batch, I did not have any young IAS/IPS from Gujarat. In fact, there were very few from these developed states.<br>No wonder today, most of the top young successful entrepreneurs are from these states, both in India and abroad.</p>



<p>Whereas in Northeast states, the best and brightest minds are mostly obsessed with white collared jobs and they put their best efforts and get into these avenues through UPSC or State Civil Services. Initially, there are a lot of accolades when they are selected but after that, they fade into oblivion with the job security and the comfortable position. All lofty dreams that initially motivated them to pursue the career somehow get eroded due to twists and turns while serving in the line of duty. And the whole life becomes a waiting process for the whole life, hoping that someday day they can make it to the top rank- CS, DGP, CC, FC, FS etc.</p>



<p>It is again unfortunate that the recent trend of massive NE youth migration to cities for menial private jobs after minor skill training has resulted into flooded job markets in unorganised sectors leading to frequent and multiple instances of endemic woes and exploitation. They are mostly left to fend themselves in cities.</p>



<p>What still worries me is that there is an urgent need for the best and brightest NE youth need to change this trend for their better career advancement for larger societal contribution. These best and the brightest need to focus on a new road map towards the new emerging goldmine &#8211; the entrepreneurial world of opportunities through IIT, NEET, MBA or even through professional short courses in recognized institutes for their entrepreneurship training.</p>



<ul class="wp-block-list"><li>With now govt special focus for holistic basic development of Northeast states, there are huge opportunities for promising bright youths. If the best and brightest of NE states readjust their obsession from highly dignified secure jobs and focus into entrepreneurship &#8211; not only back homes, but even in cities, then we can turn our NE region from cheap lowly menial employee suppliers to cities. <p>It may be noted that the annual scholarship offered through Helping Hands NGO, is the result of Robin Hibu’s relentless efforts to find ways to help poor students from the NorthEast and Gorkha community. Besides his responsibilities as the Special Commissioner of Delhi Police, Robin Hibu has gone beyond his call of duty to collaborate with ALS institute to bring this opportunity for the poor students of our region. </p>



<p>Earlier in April 2019, <a href="https://thedarjeelingchronicle.com/als-institute-offers-100-scholarship-for-northeast-and-gorkha-upsc-aspirants/" target="_blank" rel="noreferrer noopener" aria-label="Robin Hibu (opens in a new tab)">Robin Hibu</a> had announced that after &#8220;continuous pursuance by Helping Hands, ALS India’s top UPSC Coaching Institute, Delhi has allotted Rs.3.02 crore for 2019 – 2020 as UPSC coaching scholarship for poor deserving NE and Gorkha UPSC aspirants.&#8221; </p>



<p>Anshika is the first Gorkha student to avail the annual scholarship that has launched a few years ago by Helping Hands NGO and ALS Institute, one of India’s leading UPSC coaching centres. Her scholarship will cover the tuition fees of Rs. 1.8 lakh for one year UPSC exam coaching at the Shalimar Bagh centre. </p>

<ol class="wp-block-list"><li>&nbsp;After continuous pursuance by Helping Hands, ALS India&#8217;s top UPSC Coaching Institute, Delhi has allotted Rs.3.02 crore for 2019 &#8211; 2020 as UPSC coaching scholarship for poor deserving NE and Gorkha UPSC aspirants.</li><li>Last date for submission &#8211; <strong>20.5.19 by online submission.</strong></li><li>Email for online applications submission &#8211;&nbsp;<a href="mailto:helpinghands2016th@gmail.com">helpinghands2016th@gmail.com</a></li><li>Documents to be submitted &#8211;&nbsp; <ul><li>Attested and scanned mark sheets (by any govt. officer) class 10, 10+2, and graduation degree from government recognised college/ university</li><li>2018/ 2019, income certificate,&nbsp;</li><li>Recent one passport photograph to be pasted at right corner of the application,&nbsp;&nbsp;</li><li>Any govt valid documents( Aadhar card, caste certificate, voter identity card etc) </li></ul></li><li>Application format in plain paper must be addressed to President, Helping Hands, Delhi with the following information: <ul><li>Email address</li><li>Mobile number</li><li>List of document&nbsp;attached in the email</li><li>Address</li><li>Application duly signed by the applicant. </li></ul></li><li>Legal/ Police action will be taken against aspirants for any false documents submission .</li><li>Helping Hands NGO will verify submitted documents from DC /SP of the applicants district.</li><li>Aspirants can mention the choice of his place of coaching in his application either at the ALS centres in few NE states or at Delhi. The 3.02 crore earmarked scholarship do not include fooding and lodging. The cost of scholarship is Rs. 2.1 lakhs per selected student for whole year rigorous coaching including on Sunday and on all holidays.</li><li>Result of the selected aspirants will be declared on 20.5.19 for admission formalities for coaching.</li><li><strong>Gorkha aspirants are also eligible for this scholarship.</strong></li></ol>

										<content:encoded><![CDATA[<p>TheDC team sends our warm “Shout Out” to IPS Robin Hibu for his recent promotion, and for continuing to be an inspiration to us all.</p>
<p>Adding another feather to his cape, Arunachal’s first IPS (AGMUT) Cadre Robin Hibu has been promoted as Additional Director General of Police on December 28.</p>
<p>Hibu is 1993 batch of AGMUT cadre and presently posted at Rashtrapati Bhavan as IGP since 2017. He will take charge as ADGP, Special Commissioner of Police in Delhi.</p>
<p>Hailing from Ziro Valley of Arunachal Pradesh, ADGP, Robin Hibu has not only served the nation in various capacity but also in United Nation as well as active in social work under Helping Hand NGO.</p>
<p>He is consistently working for the welfare of the <a href="http://thedarjeelingchronicle.com/helping-hands-scholarships-poor-ne-undergraduates-delhi/">NE people</a>. And always lending helping hands to distress and discriminated NE people in different cities of mainland India.</p>
<p>Corresponding with TheDC, he said, &#8220;I am looking forward enthusiastically to give my best remaining 10 years of career as IPS officer for my country and for fellow distress folks specially youth from north eastern states in cities.&#8221;</p>
<p>He has worked very closely with the Gorkhas, and it was his personal push that got the Gorkhas and people of Darjeeling added under special provisions of the Delhi Police for North East People.</p>
